3210576	无图 <p>In the bustling lane of Sanepa, Lalitpur, tucked among cafes, sits a store that radiates warmth, purpose, and a scent of hope—Inara by Astitwa Nepal. At first glance, it’s a cosy shop to browse handcrafted jewellery, candles, macrame, crochet items, and arts and crafts. But for the women behind each piece, it’s a second chance, a source of dignity, and proof that even after enduring violence, one’s light can shine through.</p><p>“<i>Inara</i> means a ‘ray of light’ in Arabic,” shares Simran Silpakar, the president and co-founder of Inara by Astitwa Nepal, the NGO behind this social enterprise. Burn violence survivors carefully craft every product sold here. “Inara lives up to its meaning for us and our <i>didi</i>s (survivors),” Silpakar adds.</p><p>Astitwa Nepal’s story began in 2018, rooted in the belief that empowerment starts with action. “We have always worked with gender-based violence survivors, especially acid attack and burn violence,” says Silpakar. “Providing medical care, counselling, and food is immediate support. But training, skill-building, and helping someone earn their livelihood is empowerment,” she adds.</p><p>Over the years, the organisation has conducted numerous training programmes, from jewellery making and candle crafting to macrame and other handicrafts. For many survivors, these workshops are much more than learning a craft. They are also about reclaiming a sense of purpose. The NGO’s training spaces have become safe havens where survivors bond, heal, and imagine futures free from dependency or shame.</p><p>However, Astitwa Nepal could not legally run a business as an NGO. “We had so many supporters abroad who wanted to buy our products,” recalls Silpakar. “But we faced legal challenges exporting under an NGO. Many may scratch their heads as they struggle to remember the cases from the past few weeks, let alone months. To end prolonged deadlock in parliament or douse people’s anger, the government invariably forms a probe panel. On Monday, July 15, CPN-UML lawmaker Raj Kumar Gupta resigned as minister of federal affairs after an audio clip was leaked, linking him to a bribery case. Those heard in the leaked audio also allege another incumbent minister Balaram Adhikari and former minister Ranjita Shrestha of being involved in the bribery. Following Gupta’s resignation, strong voices have been raised for a thorough investigation. Separately, on July 15, the Nepal Police formed a special team to investigate and identify the persons involved in suspected trafficking of some individuals to Spain under the pretext of participating in a United Nations conference in Seville, Spain, from June 30 to July 3. The government was compelled to investigate the matter after opposition lawmakers dragged Prime Minister KP Sharma Oli, who was also attending the event, into the scam.</p><p>A Cabinet meeting on July 14 formed a three-member inquiry committee under former high court judge Krishna Giri to investigate suspected cheating in the appointment of Sharad Ojha as chairman of the Nepal Insurance Authority. Before that, on July 7, the parliament formed a seven-member panel to probe the tampering of the ‘cooling-off period’ provision in the Federal Civil Service Bill. The Cabinet meeting on June 23 formed a panel led by former chief secretary Shankar Das Bairagi to investigate the visit visa scam. The government was forced to form the panel after opposition lawmakers obstructed parliamentary proceedings, demanding action against those involved in sending hundreds of people abroad on visit visas in exchange for large sums of money. They even demanded the resignation of the home minister.</p><p>Leaders from all three major political parties—the Nepali Congress, the CPN-UML and the CPN (Maoist Centre)—have been implicated in major scandals such as Bhutanese refugee scam, public land grabbing, gold smuggling and other corruption cases. Former prime ministers Madhav Nepal and Baburam Bhattarai, who were considered relatively clean, have also been dragged into different land scams. New political forces such as the Rastriya Swatantra Party and Nagarik Unmukti are no different either. The chief of the RSP, which quickly rose in electoral politics by promising to eliminate corruption from the country, is in judicial custody on charges of embezzling tens of millions of rupees deposited in cooperatives. </p><p>This string of cases shows how corruption is deeply entrenched in our society and governance structure. People rightly believe that often, the formation of these probe panels is no more than attempts to douse the immediate public anger—and not to get to the bottom of the matter. Public frustration is mounting. In order to capitalise on this frustration, forces that are unhappy with the current federal democratic republic system argue that the new system is the problem. Some of them even try to make a case for a ‘benign dictatorship’. The question is: do the architects of the federal republic see the writing on the wall? If not, not only will the country’s democratic values be under threat. 3210574	无图 <p>The hopes of Nepalis for rapid economic development, inspired by the Republican constitution (2006), have turned into despair. A widespread sense of despondency, often expressed as “nothing happens in Nepal,” pervades the country. Nepal’s overall official unemployment rate rose from approximately 5 percent in the mid-1990s to about 11 percent—one of the highest in South Asia—in 2024. Unemployment among the working-age population is the highest and worsening; it increased from approximately 7 percent in 1995 to about 23 percent in 2023. Hundreds of young men and women leave the country every day for employment. The phrase “Our villages are becoming empty” is a common outcry. Large areas of farmland lie fallow because there are no young people to work in the fields. </p><p>A report published by the International Labour Organisation, Asian Development Bank, and OECD in 2024 concluded that the number of migrants from Nepal increased by 102 percent between 2019 and 2022, the highest increase in migration outflow among the 13 South and Southeast countries they studied.</p><p>Once a food-exporting country, Nepal is now an importer of everything, including food. Widening trade deficit is a recurring pattern. In 2011, it was approximately $4.5 billion. In 2024, it rose to approximately $12 billion and is projected to increase further. </p><p>Ordinary citizens hold political leaders of the three major parties, who have governed the country in turns since 2006, responsible for the state of the country. However, these leaders and their supporters argue that anti-republican, anti-democratic elements are spreading lies, citing Nepal’s improvement in the Human Development Index (HDI) over the last few decades as proof of “our achievement.” They refer to their critics as “negativists” and the “nothing ever happens here” sentiment as “negativism.”</p><p>The Human Development Index (HDI) is a composite measure used by the United Nations Development Programme (UNDP) to evaluate a nation’s average progress across three key dimensions: health, education and income. The 2023 HDI Report highlighted “significant improvements” in Nepal’s Human Development Indicators between 1990 and 2022: life expectancy at birth increased from 54.4 to 71.45; mean years of schooling rose from 2.0 to 5.1 years; Gross National Income (GNI) per capita (PPP$) grew from $1,372 to $3,877, and the HDI increased from 0.387 to 0.602. (The highest HDI score any country can attain is 1.0). Nepal is on track to graduate from the ‘Least Developed’ to the ‘Developing’ category in November 2026. </p><p>At first glance, the rise in HDI is impressive. But it has been built on remittances from poor migrant labour and development assistance provided by rich countries. It does not reflect the country’s long-term economic health. Nepal has been the poorest country in South Asia for a long time and remains so. </p><p>The improvement in HDI reflects a global trend. Taken out of context, it masks the looming threat of economic collapse hanging over the country. Politicians should ask whether the current economy is sustainable and devise plans for domestic job growth and economic development rather than gloating over the HDI improvement. </p><p>Sustainability issues</p><p>The remittances from the migrants sustain the current economy. According to the UN Migration report of June 2024, “with over 2 million Nepalese living abroad, Nepal relies heavily on their remittances. In 2023, Nepal received around USD 11 billion in remittances, which accounted for more than 26 per cent of the country’s gross domestic product, exceeding the combined inflow of official development assistance and foreign direct investment.”</p><p>The World Bank report of June 18, 2025, states: “Nepal’s reliance on remittances—which has been such an important element in the country’s poverty reduction story—has been central to the country’s growth but has not translated into quality jobs at home, reinforcing a cycle of lost opportunities and the continued departure of many Nepalis abroad in search of employment.” </p><p>The Bank’s comments constitute a veiled warning that unless the government takes concrete actions to create domestic jobs, the economy will be unsustainable in the long term. And there are several domestic factors and global trends, not considered in the Bank’s report, that will negatively impact the remittance economy. </p><p>Domestic factors: It has become public knowledge that working conditions abroad are extremely harsh and that manpower supply agencies, often in collusion with political leaders, are highly exploitative, provoking widespread public outrage. The government has so far ignored public demands for an investigation into those involved in “human-trafficking scandals,” but it may not be able to do so for much longer. Once an investigation begins, a notable decrease in migrant outflows is inevitable. The decline in migrants leaving Tribhuvan International Airport following the “visit visa” scandal—an incident involving human trafficking and corruption orchestrated by immigration officials in collusion with manpower agencies to permit illegal migration—has demonstrated this point.</p><p>Global trends: The anticipated decline in development aid from all donor countries, combined with rising anti-immigrant sentiments in wealthy nations, is bound to reduce remittances and severely harm the economy. </p><p>Overall, there is little reason to be confident that the remittance economy will endure in the long term.</p><p>Job growth and development</p><p>In the current budget, the allocation for capital expenses is less than 20 percent; agriculture’s share is even less. Given the long-standing history of underspending on capital expenditure, the actual spending in 2025-2026 is likely to be around 8 percent of the total budget. To expect long-term job growth and sustainable economic development with such measly investment is delusional. The government believes there are insufficient funds to allocate to development; paying for recurring expenses consumes most of the country’s budget.</p><p>Nepal is not the only country facing development fund constraints. Other nations, including India and China, also encountered funding difficulties during their early development stages. They addressed this by creating an environment that attracts Foreign Direct Investment (FDI). Over the years, Nepal has also introduced several legal and institutional measures purportedly designed to attract FDI. However, these efforts have failed; instead of increasing, our FDI has declined. According to a recent report published in this newspaper, Nepal’s FDI has decreased by 70 percent over the past six years. It fell from $185 million in 2019 to $57 million in 2024.</p><p>Why has Nepal not been able to attract FDI, while China and India could? Potential investors trust China’s and India’s assurances of investment security in their countries. No reputable investor trusts the Nepali government and its leaders’ assurances due to the high level of politicisation, even of the organs of checks and balances, and the pervasive political corruption that has seized the country. </p><p>The only way to earn investors’ confidence is to demonstrate by action, not just empty words, that our public institutions are transparent and independent, and that the government and its leaders operate with integrity. In contemporary Nepal, that sounds like a fairy tale, but unless it is turned into a reality, this remittance-based economy will never be far from potential economic collapse. Arguing that the improvement in HDI, driven by remittances from the poorest in the country, is a measure of the country’s economic success is not just delusional, but also deceitful. </p> HDI and development delusion	查看 7787	加德满都邮报	2025-07-18 00:00:00 2025-07-19 01:18:59	word
3210573	无图 <p>Many centuries ago, Buddha set off from his palace and was awakened by three great sights that would forever change the course of humanity. </p><p>We are not Buddha. But could we use the analogy of his great sights to change the course of Nepal’s electricity sector? </p><p>Nepal’s electricity sector is dominated by the narrative that there isn"t enough domestic demand. It is this idea that justifies the export of electricity from Nepal to India, and now even Bangladesh. It is also used to justify large investments in power generation, transmission and distribution to support increased electricity exports. </p><p>But this isn’t entirely true. On the contrary there are large unmet gaps in domestic electricity demand. The failure to meet this demand is costing Nepalis hundreds of billions in lost economic opportunity, income growth and better quality of life.</p><p>The narrative that there isn’t enough domestic demand is so deeply rooted and heavily set that nothing short of mythological inspiration will be enough to shake off that false belief.</p><p>As a start, I offer below three sights that I witnessed during a recent trip to Baglung in Gandaki province. </p><p>Three great sights</p><p>Sight 1: Almost every home had an old television that lay idle<i>. </i></p><p>It was striking to see the old Cathode Ray Tube (CRT) television dusty, unused and abandoned in a corner of almost every home. The unused CRT is an illustration of latent electricity that is not being served. </p><p>The Nepal National Population and Housing Census 2021 estimated appliance ownership across households, showing most own at least one asset. These levels of electric appliance ownership, if used as they should be, suggest that electricity consumption in households should be at least 5,602 GWh, or 40 percent higher than what the Nepal Electricity Authority (NEA) supplied to households in 2022-23. </p><p>Arguing that the NEA has met all electricity demand in Nepal is like saying Nepalis buy televisions, fridges, fans and other electric household appliances only to keep them switched off. In addition, current household income levels are high enough to support purchases of many other appliances, as the wares on display in the markets of Baglung, and other similar towns across Nepal, will easily corroborate. </p><p>Electricity consumption in households and small commercial establishments in Nepal could be several times higher if reliable electricity were consistently available. </p><p>Sight 2: Power supply was being cut off to supply water to the fields. </p><p>At the time of my visit, one local community had no electricity. For instance, a little bike repair shop was waiting to run the air compressor. Next door, a small restaurant was waiting to start up the electric induction cookstove. Likewise, customers were complaining that the beer (one of the selling rural products, I learned) was not chilled enough. The community was being supplied by two sources: the NEA’s grid and a local micro-hydro. These sources delivered power through a separate, parallel distribution system that was not connected to the NEA’s power lines. </p><p>The NEA’s line had no power supply. At the same time, the local community was diverting water from the micro-hydro plant for irrigation. As a result, the micro-hydro was not generating electricity. </p><p>The diversion of water from the micro-hydro plant for irrigation instead of electricity generation illustrates the unmet demand for electricity in agriculture.</p><p>Nepal’s growth is highly dependent on agricultural productivity. Yet, the country’s agriculture remains extremely traditional, largely because of the lack of a reliable electricity supply to drive modernisation. For example, according to the Energy Sector Synopsis Report 2021-22 by the Water and Energy Commission Secretariat, Nepal’s agriculture used only 22 kg of oil equivalent (kgoe) in energy input per agricultural worker in 2021. This was significantly lower than in most countries. </p><p>A study by the Food and Agricultural Organisation (FAO) estimated that the average energy input per agricultural worker was 99 for developing countries and 394 for the world, respectively. Nepal’s electricity demand in agriculture would be at least two to three times higher, and agricultural incomes correspondingly higher, if farmers had access to reliable electricity supply. </p><p>Sight 3: Many of the homes and commercial establishments were being supplied simultaneously by the NEA’s grid and local micro hydro plants. </p><p>Many of the houses and commercial establishments that I visited in Baglung had multiple electricity metres. Often one or two would be for supply from the local micro hydro, and one for the NEA’s grid. They all operated with an improvised power system that included a changeover which allowed them to manually switch from one supply source to another.</p><p>The need to maintain multiple sources of electricity supply illustrates how poor electricity delivery undermines economic activity and growth. In most cases, households and enterprises avoid purchasing electric products because they fear they will remain stranded without an adequate supply. This forces them to divert investments towards managing supply, either by investing in multiple metres with a changeover or an individual generator to supplement grid supply. These supply management strategies divert investments from productive activities and reduce economic growth. </p><p>Out of 4.7 million households, approximately 2.1 million (or 45 percent) that have a metreed NEA grid connection consume about 7 kWh per household per month on average. The remaining 2.6 million households consume roughly 119 kWh per household each month on average. </p><p>A Nepali on average (or per-capita electricity consumption) currently uses approximately 380 kWh per year, one of the lowest in the world. Per-capita electricity consumption represents usage across all sectors of the economy, including residential, commercial, institutional and industrial. </p><p>Nepal’s average residential and per-capita electricity consumption are too low for its current income levels. If it were adjusted to match global levels, domestic consumption in Nepal would be significantly higher—enough to absorb all of Nepal’s electricity exports. </p><p>The failure to supply sufficient and reliable electricity to Nepalis across the country reduces economic activity and suppresses growth. </p><p>Failure to distribute</p><p>Why is it that despite having abundant electricity, Nepal is unable to meet the demand of its own people and instead exports it to India and Bangladesh? </p><p>The reason is not a lack of domestic electricity demand. There is plenty of it—it is just constrained and hidden from view. </p><p>Transmission and distribution systems in Nepal’s rural and agricultural segments are too small, and as a result, heavily congested. They lack the capacity to deliver the electricity needed to meet the demand in these areas. These infrastructures are outdated, and in need of significant modernisation to improve their reliability, management and operations.</p><p>Unfortunately, not enough investments are being directed towards improving distribution infrastructure to supply power to Nepal’s rural areas and agricultural segments. Almost all of its investments in the power sector continue to focus on building new power plants and transmission infrastructure to export power.</p><p>The narrative that there isn’t enough domestic electricity demand is false. </p><p>The real issue is the lack of sufficient domestic transmission and distribution capacity to provide a reliable supply of electricity all over Nepal. It is this failure that has kept domestic demand suppressed.</p><p>Hence, there is no need to draw on the analogy of Buddha’s great sights to establish what is false and show how it undermines Nepal’s growth.</p> Three sights on energy inequality	查看 7933	加德满都邮报	2025-07-18 00:00:00 2025-07-19 01:18:59	word
3210572	无图 <p>On July 7, the Nepal Medical Council, the umbrella body of medical doctors, shut down non-emergency medical services across the country, protesting against the Consumer Court verdicts. The court had slapped hefty fines on three private hospitals and doctors, finding them guilty of negligence, which resulted in patients’ health complications and even deaths. Expressing their disagreement, agitated doctors demanded “necessary revisions” to the Consumer Act. The government complied on July 18 by swiftly forming a three-member panel to proceed with the amendment. But, in doing so, the government not only yielded to an interest group but also undermined the court’s accountability and patients’ rights to seek legal redress. </p><p>Unfortunately, this is not an isolated incident. Even in 2018, under pressure from doctors, the government amended section 232 of the criminal code within months of its enactment. Likewise, different interest groups have long intervened in the jurisdiction of Nepal’s sovereign parliament or the executive. In June, when the central struggling committee of public transport operators disrupted services in response to the Gandaki province’s introduction of a ride-hailing policy—Ride-Hailing (Regulation and Management) Guideline, 2025—the federal government decided to suspend the regulation for a month. (The Supreme Court later ordered its implementation.) Concomitantly, the amendment of the Nepal Police Act has yet to see the light of day, as some of its provisions were not to the liking of the police force. Similarly, even after a month-long protest, the School Education Bill is on hold as it has not served the interests of the Nepal Teachers’ Federation. </p><p>These instances put a question mark on the integrity of parliamentary democracy of Nepal. Interfering in the legislative matters risks eroding the authority of parliament. Yet our political leadership also lacks the moral standing to say “no” to interest groups, as it is often more inclined to serve them than the electorate. We only need to look at the recent controversy over a sub-clause of the Federal Civil Service Bill: The bill, without any discussion and examination, was passed, and only later was it discovered that the passed version had been subtly altered. When the legislature loses its moral uprightness, it only emboldens the interest groups. In the case of the agitating doctors, they had every right to seek legal recourse against the Consumer Court verdicts. But they didn’t just choose to punish patients but also proposed amendments to the Consumer Act. This is where the government must intervene. Repeatedly revising and tailoring laws in favour of specific parties, or doing so without necessity, will do more harm than good. </p><p>Additionally, there is a problem of excluding relevant stakeholders while preparing laws. Lawmaking is effective when experts and concerned individuals participate, negotiate and discuss—without these, the essence of any law is compromised. So it is up to the government to ensure that lawmaking is inclusive and laws are formed only after rigorous discussions. And once enacted, laws must be defended unless there is a clear legal or constitutional reason to change them. 3210570	无图 <p>Home Minister Ramesh Lekhak on Friday said that the government is preparing to procure weapons for Nepal Police and Armed Police Force in accordance with existing laws, stressing that the procurement process would be transparent and within the budget allocated for the current fiscal year.</p><p>Responding to concerns raised by lawmakers over media reports suggesting that the government was reviving old tenders to purchase arms, Lekhak clarified that there was no such plan. </p><p>“Tenders issued three or four years ago will not be used. The government will not proceed with the procurement based on outdated contracts,” he told the meeting of the National Assembly’s Federalism Enablement and National Concerns Committee. “The purchase will be made as per the budget provision, under the law, and with full transparency.”</p><p>Lekhak said the arms purchase is essential for strengthening the security forces, particularly in light of rising criminal activities along the border and the need for preparedness during crises. </p><p>“Building infrastructure without providing weapons is like expecting a teacher to work without a chalk and duster. Just as teachers need their tools, the police need weapons to do their job effectively.”</p><p>The home minister also said only the minimum necessary weapons would be procured and that there was no intent to purchase unnecessary items. “There are situations, especially along the border, where confronting armed criminals is unavoidable,” he said. “If they come to know that our police are unarmed, it will seriously undermine our ability to enforce the law.”</p><p>Responding to lawmakers’ queries at the House committee meeting, Nepal Police Inspector General (IGP) Deepak Thapa and Armed Police Force IGP Raju Aryal both said the procurement process would follow due legal procedures.</p><p>Thapa dismissed claims that the purchase was being made using an old tender, saying there was no such instruction from the home ministry or its secretary. </p><p>“Procurement is not directed by verbal orders—it’s guided by the laws, rules, and regulations set by Parliament,” he said.</p><p>He said that the budget allocation listed in the government’s red book includes provisions for non-lethal weapons such as tear gas shells, rubber bullets, and barricading vehicles, all of which fall under the current procurement ceiling.</p><p>Thapa said Rs5 billion has been earmarked for building police infrastructure, and the weapons purchase was part of a prioritised list within the budget limit.</p><p>Echoing Thapa’s remarks, APF IGP Aryal said any procurement—including arms—must comply with existing laws. </p><p>“Even basic medicines have to be procured under public procurement laws. 3210569	无图 <p>Even though Nepal has amended its transitional justice Act since the last United Nations Universal Periodic Review (UPR) in 2021, insurgency victims and civil society organisations say the government has failed to set up an independent mechanism to address conflict-era crimes and human rights violations.</p><p>Submitting a shadow report to the Human Rights Council, the inter-governmental body within the United Nations system responsible for addressing situations of human rights violations, on Thursday a coalition of 47 victims’ and 26 civil society organisations have claimed that the legitimacy crisis in Nepal’s transitional justice process continues to deepen even two decades after the peace process began. </p><p>Through the report, the coalition has demanded urgent reforms to ensure justice, truth, and reparations for conflict victims, emphasising a victim-centred approach and ending the pervasive culture of impunity. </p><p>The report says that following the long-awaited third amendment to the Enforced Disappearances Enquiry, Truth and Reconciliation Commission Act last year, many hoped that Nepal would finally undertake a meaningful transitional justice process. "However, political interference has once again derailed progress," it reads.</p><p>On May 15, the government appointed the chairpersons and members of the Truth and Reconciliation Commission (TRC) and the Commission of the Investigation on Enforced Disappeared Persons (CIEDP). It appointed Mahesh Thapa, a joint attorney general, as the chairperson of the TRC and former chief secretary Lila Devi Gadtaula as the chairperson of the CIEDP, ignoring the victim organisations" request to the prime minister and the top leadership of the major political parties to halt the appointments, raising questions over the selection process. </p><p>"Key nominations to the two commissions were distributed among major political parties through typical power-sharing procedures, putting the commissions under their official authority and compromising their legitimacy and independence,” according to the report. </p><p>Through the report, victims" organisations have called for meaningful inclusion in all stages of the transitional justice process, from appointing commissioners to designing and implementing mechanisms. They propose permanent consultative forums by mid-2026 to ensure victims’ voices shape the process and restore their dignity.</p><p>They also want a merit-based, transparent selection process to appoint commissioners of the TRC and CIEDP.</p><p>Stating that the amendment introduced some progress but falls short of international standards, the coalition has urged amendments to criminalise war crimes, crimes against humanity, and other gross violations, remove provisions allowing disguised amnesties, and clarify ambiguous definitions of “serious human rights violations.”</p><p>The coalition also has said that the transitional process excludes rural communities, persons with disabilities, Dalit, Madhesi, Janajati, LGBTQ+, and other historically oppressed groups and asked the government to ensure equitable participation, accessible complaint mechanisms, and outreach in local languages to ensure no victim is left behind.</p><p>Over 63,718 complaints have been registered with the TRC and 3,223 with the CIEDP, but none have been resolved to date. The unification was announced at a function held at the Rastriya Sabha Griha in Kathmandu on Friday afternoon.</p><p>With the merger, Bamdev Gautam, the campaign coordinator, has formally joined the CPN (Unified Socialist). </p><p>He has been given the third most senior position in the Unified Socialist after party chair Madhav Kumar Nepal and senior leader Jhalanath Khanal.</p><p>They decided to unite after reaching consensus on political ideology, principles, programmes, strategies, and direction. Leaders said the unification aims to strengthen Nepal’s communist movement through broader left unity.</p><p>Top leaders from both sides had earlier signed a letter of understanding, which was approved by a meeting of the Unity National Campaign on Thursday.</p><p>Leaders Nepal, Khanal, and Gautam addressed the gathering, delivering messages of unity and ideological alignment.</p><p>The Unified Socialist and the group led by Gautam had split from the CPN-UML in 2021 and had been operating separately since. Over the past four years, both sides engaged in formal and informal negotiations towards party reunification.</p><p>Leaders on both sides said the merger represents an important milestone in building a united front for Nepal’s leftist forces and in countering political fragmentation within the communist bloc.</p><p>A key leader of the CPN-UML, Gautam played an important role in shaping Nepal’s leftist politics during the democratic movement of the 1990s and held several ministerial portfolios, including that of home minister and deputy prime minister.</p><p>He was appointed a National Assembly member in 2020 under a quota to be nominated by the President, as recommended by the government.</p><p>In 2021, when a group of leaders led by former prime ministers Nepal and Khanal split the UML and formed the CPN (Unified Socialist), Gautam chose not to join the new party. </p><p>He then launched the CPN Unity National Campaign after voicing dissatisfaction with UML leadership, particularly KP Sharma Oli.</p><p>He claimed that by not joining any side–the UML, Unified Socialist and Maoist Centre–he would work to bring all the communist forces under a single umbrella.</p><p>He also held several rounds of negotiations with the UML leader to merge his faction into the mother party. 3210567	无图 <p>Situated between the Jogbuda and Mahakali rivers, Kutiyakabhar village in ward 10 of Dodhara Chandani Municipality in Kanchanpur is bracing for another flooding season, as rising water levels threaten to submerge homes and displace families.</p><p>With both rivers approaching near the settlement, any rise in water levels—particularly when Mahakali’s current obstructs Jogbuda’s flow—causes the area to flood. </p><p>The village, home to around 40 households, is among the first to go underwater when monsoon rains intensify. Most houses are built from mud and wood, and residents say they have long been vulnerable.</p><p>“This year, we haven’t seen major flooding yet,” said Khadke Budha, a local resident. “But we live in fear. When the flood comes, there’s barely any time to escape.” </p><p>Budha has prepared a wooden boat to rescue family and neighbours when water enters the village.</p><p>Authorities and residents alike say permanent embankments along the two rivers are needed to prevent disaster. However, with no progress on that front, many have begun relocating livestock and storing grain across the Jogbuda River in higher areas like Baidiphanta. </p><p>Some families have even built temporary shelters on neighbours’ land to keep their belongings safe.</p><p>Last year, two houses were constructed in the nearby village for temporary refuge, but locals say these are not enough. “People might manage in houses, but where do we take our cattle and food?” said Tek Bahadur Sunar, head of the local disaster management committee.</p><p>According to Sunar, three families have shifted children, livestock, and food to elevated ground across the river. Others have raised platforms within their own yards to keep animals and grain above flood level.</p><p>A footbridge crosses the Jogbuda River, but during peak flooding, even reaching the bridge becomes difficult. In such cases, security personnel carry out rescue operations.</p><p>While several villages in Dodhara Chandani experience flooding during monsoon, Kutiyakabhar is particularly vulnerable due to its location. Last year, floods in mid-July and again in September destroyed around a dozen homes, most belonging to Dalit and low-income families.</p><p>Residents say a long-term solution must include concrete embankments along both rivers or the relocation of the entire village to safer ground. Some families have already moved out permanently, and a few have crossed the border into India in search of safety.</p><p>Kutiyakabhar residents fear floods not only during the monsoon season but also during the dry season.
