2693290	无图 <p>MANILA, Philippines — The Philippine Coast Guard (PCG)’s first 97-meter patrol vessel, BRP Teresa Magbanua, became the latest victim of aggression by Chinese forces, with a single China Coast Guard (CCG) vessel ramming it at least three times.</p><p>The patrol ship acquired from Japan lifted anchor in the area within Escoda Shoal at 8:50 a.m. yesterday despite being surrounded by People’s Liberation Army Navy tugboats 185 and 175, CCG vessels 4303 and 3104 and five Chinese maritime militia vessels, according to PCG Commodore Jay Tarriela.</p><p>Suddenly, another CCG vessel, 5205, was seen sailing toward BRP Teresa Magbanua, as shown in a photo captured by drone of the PCG.</p><p>While the PCG ship was on the move, CCG 5205 performed “dangerous maneuvers” around it.</p><p>Tarriela said CCG 5205 hit Teresa Magbanua’s port bow, then turned around and crashed onto its starboard quarter, then turned again and struck its port bow. The collisions left holes in parts of the PCG vessel.</p><p>Tarriela said the PCG vessel had to drop anchor again within Escoda Shoal at 2:59 p.m.</p><p>He pointed out the CCG carried out its “bullying” moves toward BRP Teresa Magbanua “despite its unprovoked action and presence in Escoda Shoal,” which is near the coast of</p><p>Palawan and within the 200-nautical mile exclusive economic zone (EEZ) of the Philippines pursuant to international law and the 2016 Arbitral Ruling.</p><p>It previously earned the ire of China, filing a diplomatic protest saying it illegally anchored in Escoda Shoal, while China’s state media suspected that its presence was a sign of the Philippines building a forward deployment base, according to Tarriela.</p><p>“For the Philippine Coast Guard, the reason for the deployment of BRP Teresa Magbanua is for us to carry out a legal, legitimate coast guard operation within our exclusive economic zone,” he said,</p><p>The operation includes routine patrols and provision of supplies and assistance to both PCG personnel and Filipino fisherfolk in the West Philippine Sea.</p><p>Tarriela said PCG Commandant Admiral Ronnie Gil Gavan ordered a team deployed to Escoda Shoal to inspect the damage to BRP Teresa Magbanua.</p><p>Tarriela added that no personnel onboard BRP Teresa Magbanua was hurt as a result of the ramming incidents.</p><p>The ramming of BRP Teresa Magbanua was the fifth time that the PCG had documented provocations by China near Escoda Shoal, which also targeted both vessels and aircraft from the PCG and the Bureau of Fisheries and Aquatic Resources, in a span of two weeks starting last Aug. 19.</p><p>Aside from ramming incidents, the China’s actions included blasting of water cannons by CCG vessels.</p><p>Asked about the next action, National Maritime Council spokesman retired vice admiral Alexander Lopez said it would be studied by the Department of Foreign Affairs.</p><p>BRP Teresa Magbanua has been in Escoda Shoal since April to prevent suspected reclamation by China, following the discovery by marine science researchers from the University of the Philippines of crushed corals dumped in the area, according to previous reports.</p>China blames Philippines<p>Hours after the incident, China was again quick to place the blame on the Philippines, as the former claimed that the PCG’s BRP Teresa Magbanua caused a collision with a CCG vessel in Escoda Shoal.</p><p>In a statement issued by the Chinese embassy in Manila, CCG spokesman Liu Dejun said that at 8:02 a.m. yesterday, the BRP Teresa Magbanua, “which was illegally stranded in China’s Xianbin Reef, lifted anchor and continued to maneuver and cause trouble in the Xianbin Reef lagoon.”</p><p>“The Chinese Coast Guard ship 5205 took measures such as issuing warnings and following up on ship 9701 in accordance with laws and regulations. At 12:06, the Philippine ship 9701 deliberately collided with the Chinese ship 5205, which was normally enforcing rights and law enforcement, in an unprofessional and dangerous manner, resulting in a collision,” the statement alleged.</p><p>Liu asserted that “the responsibility lies entirely with the Philippines.”</p><p>“We once again warn the Philippines to face reality, give up illusions and withdraw immediately on its own is the only correct way. 2693289	无图 <p>MANILA, Philippines — Senators have so many questions on the cancellation of the contract for the production of 116 million national IDs, Senate Minority Leader Aquilino Pimentel III said yesterday.</p><p>Pimentel said he would file a resolution calling for the Senate to investigate the decision of the Monetary Board (MB) to cancel the contract between the Bangko Sentral ng Pilipinas (BSP) and the private supplier for the printing of national ID cards.</p><p>“There are many people who are not happy with the rollout of the national IDs. There are many complaints, like they have applied long ago, and years have passed, but they have yet to get their cards,” Pimentel said in an interview over dwIZ radio.</p><p>In a decision issued on Aug. 15, the MB, the BSP’s highest policymaking body, nullified a three-year contract for the supply, delivery, installation and commissioning of card production equipment for 116 million national IDs.</p><p>In a letter, BSP Senior Assistant Governor and general counsel Elmore Capule informed private firm AllCard Inc. that the MB had terminated the contract in its entirety, which included the supply of raw materials and spare parts for the production of the PhilID cards.</p><p>The target resource persons to be invited to the Senate probe include the BSP, the Philippine Statistics Authority (PSA) and AllCard among others, according to Pimentel.</p><p>“There are a lot of problems there – I want to know what the root cause of it all was, who hired (the private contractor), how much is the contract, what are the deliverables, what was given, what could not be given, why was it hired and if it could not be delivered, (what is) written in the contract,” he said.</p><p>He also noted that there were suggestions to just settle for digital copies of the IDs, but the law provides that printed ID cards should be provided.</p><p>“We are told to be happy with the digital copy, but what kind of national ID is that if the cards look different?” he asked.</p><p>The Senate minority leader said he had already filed a Senate resolution to look into the delay in the delivery of the national IDs.</p><p>For Sen. Sherwin Gatchalian, the cancellation of the contract for the printing of national IDs will further delay the program.</p><p>“The national ID program can solve many problems, like SIM registration, even the incorporation of documents,” Gatchalian said in a separate interview over dwIZ.</p><p>He added that while rolling out physical cards would be delayed, the PSA should not stop there because digital cards are now possible.</p><p>“In fact, (cards can be stored) in the phone. When we travel now, we don’t print the boarding pass anymore; it’s all in the cellphone,” Gatchalian said.</p><p>“So I think we should use a new technology to still issue our national ID through digital card because that’s what many countries use now, especially if you have an iPhone, just put it in what they call a wallet, you can show that it’s possible. 2693287	无图 <p>MANILA, Philippines — President Marcos has institutionalized the use of the electronic travel (eTravel) system for international inbound and outbound passengers and airline crewmembers for efficient travel procedures in the country.</p><p>“The eTravel system is hereby institutionalized as the government’s one-stop electronic travel declaration system,” Marcos said in issuing Administrative Order (AO) 24.</p><p>According to the President, eTravel shall be used to efficiently conduct border control, health surveillance, tourism statistics analysis and other travel related procedures.</p><p>The President has created a technical working group (TWG) “to study and, as may be necessary, adopt measures” that will further improve the eTravel system, including its usage, management and operation, subject to existing laws, rules and regulations.</p><p>The TWG will be composed of the Department of Information and Communications Technology (DICT) as chair, Bureau of Immigration (BI) as co-chair and the following as members: Department of Tourism (DOT), Department of Migrant Workers (DMW), Department of Transportation (DOTr), Bureau of Quarantine (BOQ) and Bureau of Customs (BOC).</p><p>“All relevant departments, agencies, bureaus, offices and instrumentalities shall provide full support to and cooperate with the TWG to ensure effective implementation of this order,” the President said.</p><p>The funding for the implementation of the order shall be charged against current and available appropriations of the DICT, BI, DOT, DMW, DOTr, BOQ and BOC. 2693286	无图 <p>MANILA, Philippines — Despite rumors that an impeachment case against Vice President Sara Duterte is brewing in the House of Representatives, such a case has not been filed in the chamber.</p><p>This was confirmed through a text message on Friday night by House Secretary General Reginald Velasco, who said no impeachment case has been lodged against the Vice President in the House.</p><p>Based on Section 2 of the Rules of the House of Representatives, an impeachment shall be “initiated by the filing and subsequent referral to thecommittee on justice.”</p><p>This verified complaint may be filed by any member of the House and any citizen upon a resolution of endorsement by any House member.</p><p>“A verified complaint … shall be filed with the office of the Secretary General and immediately referred to the Speaker,” Section 3 of the Rules stated.</p><p>The Speaker shall then have it included in the order of business within 10 session days from receipt and it shall then be referred to the committee on justice within three session days thereafter.</p><p>Rumors about Duterte’s impeachment stem from her alleged misuse of the P125-million confidential funds in 2022, which was not included in the year’s national budget.</p><p>She claimed that talks on impeachment proceedings in the lower chamber had been going on for several months.</p><p>On Aug. 27, Duterte faced the House committee on appropriations which was hearing her proposed budget for the Office of the Vice President (OVP) in 2025 amounting to P2.037 billion.</p><p>“Surprisingly, despite the absence of proof as to any wrongdoing, she has already revealed the grounds for impeachment when she was also quoted saying: ‘Especially on the misuse of public funds and technical malversation and violating the 1987 Constitution,’ Duterte maintained.</p><p>The Vice President did not name the House member, whom she referred to as “she.”</p><p>But on Friday, Alliance of Concerned Teachers Rep. 2693282	无图 <p>MANILA, Philippines — Subjects of the possible issuance of a red notice by the International Criminal Police Organization (Interpol) in relation to the International Criminal Court (ICC)’s probe into the Duterte administration’s bloody war on drugs will not be automatically arrested, according to the Department of Justice.</p><p>DOJ Underscretary Raul Vasquez said that while the Philippines has obligations to the Interpol, being a member-state, local courts can intervene and question the proceedings.</p><p>“The aspect of prosecution and investigation of the court to determine if the enforcement of the warrant or red notice is valid or not is part of the judicial process,” he said over Teleradyo Serbisyo yesterday.</p><p>“The parties involved can avail of our judicial processes,” he added.</p><p>A red notice is a request for law enforcement worldwide to locate and arrest a person pending his extradition, surrender or similar legal action, when a warrant or similar order has been ordered by a court in the requesting country.</p><p>According to the Interpol, member-states apply their own laws in deciding whether to arrest the subject of the notice.</p><p>Vasquez said the Philippine courts can step in during the Interpol proceedings if there are allegations of oppression, discrimination, political persecution or if due process has not been followed, saying the international organization’s processes can be “abused” by a requesting state.</p><p>“These are things that will have to be determined by the courts. The PM’s comments were in response to a question regarding one of the People’s Democratic Party (PDP)’s pledges: “to promote the establishment of youth-owned and operated workshops in every gewog, specializing in vehicle and machinery repair and maintenance, as well as stocking essential spare parts within the gewogs.”</p><p>The question also touched on the De-suung Skilling Program (DSP), specifically the Electro-Mechanical program, which is designed to equip students with the knowledge and skills needed to pursue careers as Mechanical Technicians or Industrial Mechanics. This program covers various areas, including the repair of automobiles—mainly cars and bikes—and automotive electrical engineering. Similar courses are also offered by the Ministry of Information and Employment (MoICE).</p><p>Meanwhile, nearly all urban and developed areas in Bhutan are in desperate need of vehicle repair and maintenance shops. In regions where such businesses exist, they often operate as monopolies, leading to high costs for customers. “We have no other alternatives,” a resident from Trashigang said. “Just to change the wheels, about Nu 1,000 is charged,” he added. This fund is divided into two main components: Nu 3.3 billion for concessional loans and Nu 2 billion for the reinvigoration fund. The update on the concessional credit line was shared by the Minister of Finance, Lekey Dorji, during the 7th press meeting on August 30th, 2024.</p><p>The minister said that this initiative is designed to provide financial support with key features such as no collateral requirements and a favorable 4% interest rate. This means that participating banks will only need to repay the principal amount.</p><p>The ESP concessional credit lines involve eight participating financial institutions (PFIs), including both commercial and non-commercial banks. These institutions will offer collateral-free loans at a 4% interest rate, with the tenure depending on the size of the investment. The participating financial institutions are: Bank of Bhutan, Bhutan National Bank, T Bank, Druk PNB Bank Limited, Bhutan Development Bank Ltd., Royal Insurance Corporation of Bhutan Ltd., Bhutan Insurance Ltd., and the National Pension and Provident Fund.</p><p>However, the minister stated that any negative performance, such as non-performing loans (NPLs), will be the responsibility of the participating financial institutions.</p><p>Each bank must submit a proposal to access the reinvigoration fund after conducting its own risk analysis.</p><p>The guidelines for implementing the ESP credit line were officially launched and issued to the PFIs on August 7, 2024 for execution. At the bank level, a consensus has been reached to create a unified internal Standard Operating Procedure (SoP) and accompanying guidelines. This initiative, led by the Financial Institutions Association of Bhutan (FIAB), was approved by its members on the same day. The finalized SoP or guidelines have now been circulated and shared with all the PFIs.</p><p>The delay in communicating these details to branch offices was due to the need for a robust assessment framework and SoP, which required approval from the boards of both the PFIs and the FIAB. A unified SoP was necessary for all financial institutions. Additionally, the Royal Monetary Authority has been designing a real-time reporting framework to control fund distribution limits across designated sectors and monitor investment concentration, ensuring efficient and effective allocation of funds.</p><p>Starting from September 2, 2024, applicants are encouraged to visit their respective banks with proposals. The reinvigoration fund will subsidize the existing interest rate by 4% for up to three years, depending on the fund allocation within the PFIs. The final distribution of funds will be determined by the proposals received and assessed by the PFIs.</p><p>This credit line offers concessional loans with relaxed borrowing conditions. Over 2,100 Bhutanese youths born in 2005 will undergo training at these four Gyalsung Academies for three months as part of the first cohort.</p><p>Among the participants is Amit Rai, 19, from Samtse, who recently completed high school from Gongzim Higher Secondary School in Haa. “I’ve always wanted to serve my King, country, and people. So, when Gyalsung was announced, I was thrilled and immediately decided to join. In announcing the launch, His Majesty emphasized that one of the most important national objectives is to empower every child in Bhutan for success. The Gyalsung program is envisioned to provide direction to Bhutanese youth, encouraging them to become strong, independent thinkers capable of serving their country.</p><p>His Majesty has envisioned the Gyalsung as a means to empower all Bhutanese youth to participate in the nation-building process, further enhancing the security, peace, unity, harmony, and sovereignty of our nation.</p><p>The Gyalsung Program aims to realize this vision by enabling each Bhutanese youth to actualize their innate potential and become productive and worthy citizens in the service of the Tsawa-Sum (The King, Country, and People).</p><p>National Service is a fundamental duty mandated for all Bhutanese citizens, as enshrined in Article 8.1 of the Constitution. The Gyalsung Act of the Kingdom of Bhutan was adopted by the Parliament on November 11, 2022.</p><p>The objective of the Gyalsung is to provide direction and encourage youth to be strong, independent thinkers capable of serving the country. It will bring Bhutanese youth together in a shared experience and act as a rite of passage—irrespective of their economic or regional backgrounds. The program seeks to endow every young Bhutanese with the personal discipline, professional skills, and capabilities needed to succeed in the 21st century and thereby contribute to nation-building.</p><p>Current estimates indicate that nearly 13,000 youth will go through this rite of passage every year. The training for the National Service cadets will take place simultaneously in four National Service Academies across the country.</p><p>The three-month training program for the 2024 and 2025 batches includes Basic Military Training, National Education lectures, and Life Skills courses. The Royal Bhutan Armed Forces will conduct the military training, while the Royal Institute of Governance and Strategic Studies will offer leadership courses. 2693275	无图 <p>Agriculture ministry to carry out five major projects</p><p>Challenges confronting the agrifood sector, including the demand for and supply of agricultural and livestock products, access to finance, and market structure, among others, were discussed at the two-day ‘Agri-food Conference’ that concluded on 29th August, 2024, in Thimphu.</p><p>The agri-food conference, the first of its kind, provided participants an opportunity to discuss cross-cutting issues facing agri-food enterprises with relevant stakeholders, facilitate buyer-seller networking opportunities, and develop an action plan to address challenges in the agriculture sector, particularly those related to marketing.</p><p>Tashi Dorji, the Director of the Department of Agriculture Marketing and Cooperatives (DAMC), highlighted that the primary objective of the conference was to address the marketing challenges faced by farmers in Bhutan, which are crucial to achieving the goals of the 13th Five-Year Plan (FYP).</p><p>He added, “The ministry aims to increase the Gross Domestic Product (GDP) from the agriculture and livestock sectors from Nu 31 billion in 2023 to Nu 50 billion by 2029.”</p><p>Phub Tshering, an Agriculture Officer in Thimphu, noted, “In Bhutan, most farmers do not conduct market surveys before producing agricultural products, which later becomes a problem when they are unable to sell their goods.” He added that in Japan, the agricultural sector thrives because farmers conduct market surveys before cultivating their products.</p><p>A representative from the Policy and Planning Division under the Ministry of Agriculture and Livestock shared that they plan to play a crucial role in boosting sector performance to realize the nation’s vision of increased GDP contribution.</p><p>“Under the 13th FYP, the ministry has a total indicative outlay of Nu 14,983.15 million, allocated to five projects, including the promotion of large-scale commercial farming, building resilience among smallholder farmers, promoting high-value products for export markets, enhancing ecosystem services, and improving the overall business ecosystem,” he said.</p><p>He further explained that these five projects were designed using strategies such as the commercialization of potential commodities and support for smallholder farmers.</p><p>A representative from the Department of Trade under the Ministry of Industry, Commerce, and Employment shared that diversification and enhancement of the exportability of domestic products are being considered under the Brand Bhutan Initiative, which promotes high-value niche products through labels like “Made in Bhutan” and “Grown in Bhutan.”</p><p>Additionally, it was underlined that the development and operation of trade-related infrastructure, such as dry ports in Gelephu, Pasakha, Nanglam, and other locations, will cater to the needs of exporting produce. “The ministry is exploring free trade and preferential trade agreements with regional countries to facilitate the export of niche Bhutanese commodities.”</p><p>The World Bank, under its Security and Agricultural Productivity Project, is initiating buyer-seller networking events and promoting collaboration among farmers, aggregators, and enterprises.</p><p>Sustainable agriculture in Bhutan is a critical factor for socio-economic development and growth. As Bhutan addresses its challenges, the focus is on investing in the sustainable utilization of high-value resources for food security and livelihood.</p><p>Nationally, the renewable natural resources (RNR) sector, which employs 43.5 percent of the population on 2.75% of arable land, has seen its contribution to GDP steadily decline from 38 percent in 1992 to 14.67% in 2022.</p><p>According to the Renewable Natural Resources (RNR) 2040 strategy document for Bhutan, eleven strategies have been proposed, including enhancing production and quality of RNR commodities, increasing the sector’s contribution to the national economy, accelerating agribusiness development, formulating enabling policies, strengthening research and innovation, ensuring efficient service delivery, improving production efficiency, diversifying sustainable financing, mainstreaming sustainable resource management, and enhancing resilience to climate change impacts.</p><p>The agriculture ministry has been allocated Nu two billion from the Economic Stimulus Plan (ESP), which will be implemented by the Farm Machinery Corporation Limited, the Bhutan Livestock Development Corporation Limited, and the Bhutan Development Bank Limited, along with other financial institutions.</p><p>The two-day conference in Thimphu was organized by DAMC under MoAL in collaboration with the World Bank and the South Asian Policy Leadership for Improved Nutrition and Growth.</p><p>The conference was attended by about 85 participants from across the country, including farmers, 30 agri-food enterprises, and dzongkhag officials from various dzongkhags.</p><p>By Maisori Rai & Dhan Kumar Monger, Thimphu</p><p> Post Views: 247</p> Addressing Agri-food demand and supply disconnection – Business Bhutan	查看 5040	不丹商业报	2024-08-31 00:00:00 2024-09-01 01:34:05	word
