Pictureby JACK GUEZ / AFP</p> </p><p> </p> <p> <p>Israeli forces appeared to be winding down a deadly 10-day raid in a flashpoint city in the occupied West Bank on Friday, as key ally Germany warned against treating the territory like Gaza.</p><p>There was no official confirmation from the Israeli military that it had withdrawn from Jenin, a bastion of Palestinian armed groups, but AFP journalists reported residents returning to the city following the fighting.</p><p>ALSO READ: ‘Bitter to swallow’: Gunman shot dead after opening fire near Munich’s Israel consulate</p><p>The reported pull-out came with Israel at loggerheads with its main ally the United States over talks aimed at forging a truce in the Gaza war, now nearly in its 12th month.</p><p>On Thursday, US Secretary of State Antony Blinken urged both Israel and Hamas to finalise a truce deal, saying: “I think based on what I’ve seen, 90 percent is agreed.”</p><p> <p> <p> <p> Read more </p> ‘Bitter to swallow’: Gunman shot dead after opening fire near Munich’s Israel consulate </p> </p> </p><p>But Israeli Prime Minister Benjamin Netanyahu denied this in an interview with Fox News, saying: “It’s not close.”</p><p> </p><p> </p><p>Washington, along with fellow mediators in the talks Qatar and Egypt, has been pushing a proposal to bridge gaps between both sides which trade blame for the failure to reach a deal.</p><p>Netanyahu insists on an Israeli military presence on the border between Gaza and Egypt along the so-called Philadelphi Corridor.</p><p>Hamas is demanding a complete Israeli withdrawal, saying it agreed months ago to a truce agreement outlined by US President Joe Biden.</p><p>ALSO READ: Netanyahu apologises for captive deaths as pressure mounts for ceasefire [VIDEO]</p><p> </p>– ‘No solution’ –<p>In Israel on Friday, German Foreign Minister Annalena Baerbock said that “a purely military approach is no solution to the situation in Gaza”, referring to the recovery of six more dead hostages announced on Sunday.</p><p>She also warned against calls by hardline right-wing members of Israel’s cabinet for the military to take a similar approach to the West Bank as in Gaza.</p><p>“When members of the Israeli government themselves call for the same approach in the West Bank as in Gaza, that is precisely what acutely endangers Israel’s security,” Baerbock told reporters.</p><p>Her Israeli counterpart Israel Katz said Iran wanted to “arm” the West Bank “just like” Gaza.</p><p> </p><p>“Nobody wants a deal for the hostages’ release and a ceasefire more than Israel”, he added and blamed Hamas for the impasse in talks.</p><p>The October 7 attack on Israel by Hamas resulted in the deaths of 1,205 people, mostly civilians including some hostages killed in captivity, according to official Israeli figures.</p><p>Of 251 hostages seized by Palestinian militants during the attack, 97 remain in Gaza including 33 the Israeli military says are dead. Scores were released during a one-week truce in November.</p><p>Israel’s retaliatory offensive in Gaza has so far killed at least 40,878 people, according to the health ministry in the Hamas-run territory.</p><p> </p><p>Most of the dead are women and children, according to the UN rights office.</p><p>Netanyahu is under increasing pressure both internationally and domestically, with Israelis enraged and grief-stricken after the bodies of the six hostages were retrieved from Gaza.</p><p>He said they were “executed” with a bullet “to the head”.</p><p>At Israeli protests in several cities, the premier’s critics have blamed him for hostages’ deaths, saying he has refused to make necessary concessions for striking a ceasefire deal.</p><p> </p><p>In addition to the Gaza war, Israel also faces increased anger from Palestinians in the West Bank, a territory it occupied in 1967.</p><p>ALSO READ: Dirco promotes ‘just peace mechanism’ in Ukraine, Gaza</p>– Roads churned up –<p>The military launched coordinated raids across the northern West Bank on August 28 with soldiers supported by armoured vehicles and bulldozers.</p><p>There was no immediate confirmation from the military of the end of what it said on Friday was “counterterrorism activity in the area of Jenin”.</p><p>Palestinian health ministry figures put the death toll for the Israeli incursion at 36.</p><p>Many homes in Jenin camp were damaged or destroyed by Israeli bulldozers which also churned up road surfaces.</p><p>On Friday, after the pull-out, Jenin residents used bulldozers of their own to begin clearing the rubble.</p><p>One resident told AFP he returned to his family home of 20 yearsto find it had been raided by soldiers.</p><p>“Thank God (the children) left the day before. They went to stay with our neighbours here,” said Aziz Taleb, a 48-year-old father of seven.</p><p>“If they had stayed, they would have been killed without warning or anything.”</p><p>During the Jenin operation, Israeli forces killed 14 militants, arrested 30 suspects, dismantled “approximately 30 explosives planted under roads” and conducted four aerial strikes, the Israeli military statement said.</p><p>One soldier was killed in Jenin, where most of the Palestinian fatalities occurred.</p><p>Hamas and Palestinian Islamic Jihad have said at least 14 of the dead were militants.</p><p>ALSO READ: Ramaphosa confident SA will convince ICJ Israel is committing genocide [VIDEO]</p>– Polio vaccinations –<p>Itamar Ben-Gvir, Israel’s far-right national security minister, posted on X Friday that he had asked Netanyahu to make the defeat of Hamas “and other terrorist organisations” in the West Bank one of the aims of the war in Gaza.</p><p>Israel’s bombardment of the Gaza Strip has left it in ruins, with the destruction of water and sanitation infrastructure blamed for the spread of disease.</p><p>The humanitarian crisis has led to Gaza’s first polio case in 25 years, prompting a massive vaccination effort launched on Sunday with localised “humanitarian pauses” in fighting.</p><p>The World Health Organization said Thursday nearly 200,000 children in central Gaza have received a first vaccine dose, as a second stage got underway in the south.</p><p>Gaza’s health ministry and a spokeswoman from the UN agency for Palestinian refugees said on Friday that medical teams vaccinated 161,188 children on the first day of the second phase of the anti-polio campaign.</p><p>By: Agence France-Presse</p> </p> <p> Read more on these topics Gaza Hamas Israel Palestine </p> <p> <p> <p> For more news your way <p>Download our app and read this and other great stories on the move. (Photo by Tiziana FABI / AFP)</p> </p><p> </p> <p> <p>Over mountains, by air, and by sea, pilgrims have flocked to Port Moresby, Papua New Guinea’s capital where Pope Francis landed late Friday on a landmark visit.</p><p>The 87-year-old pontiff will spend four days and three nights in one of the Pacific’s poorest and most troubled nations, addressing politicians and bishops, meeting street children, and travelling to the remote jungle outpost of Vanimo.</p><p>He will hold mass for tens of thousands of the faithful in the capital, people such as Josephine Gofeau who describe his visit as a “blessing” that has brought “peace and harmony” to a country that is short on both.</p><p>Once-dusty roads have been swept, street hawkers cleared away and yellow-and-white Vatican flags flutter from lampposts under the warm breeze of the Coral Sea.</p><p>Among the gathering masses are 43 pilgrims who travelled by foot from the north coast to the south, traversing dense jungle and the formidable central cordillera, a journey measured in weeks, not days.</p><p> <p> <p> <p> Read more </p> Pope Francis sparks debate on pets vs parenthood </p> </p> </p><p>The trip was less arduous for others, but no less transformative.</p><p> </p><p> </p><p>Sophie Balbal travelled from the island of New Britain to represent a group of mothers.</p><p>“This is my very first time in my life to travel on a plane and to come to Port Moresby,” she told AFP excitedly.</p><p>“Whatever message he passes on to us, I will try my best to pass it on to my fellow mothers, all the mamas in our parish.”</p><p>ALSO READ: ‘Historic visit’: Pope arrives in Muslim-majority Indonesia to start Asia-Pacific tour</p><p> </p>– Social ills –<p>Papua New Guinea is devoutly Christian but suffers from poverty, rampant domestic abuse, bloody witch hunts and murderous tribal violence in which thousands have been killed and tens of thousands displaced.</p><p>Human Rights Watch has dubbed Papua New Guinea “one of the most dangerous places to be a woman or girl”. By some estimates, 80 percent of women have been subjected to violence by their partners.</p><p>In the country’s Highlands, false accusations of sorcery frequently prompt violent witch hunts that kill or maim victims.</p><p>The under-resourced police service, which has 6,000 officers for a country of 12 million people, has been unable to stem the violence.</p><p> </p><p>So for Philip Gibbs, a New Zealand-born priest who arrived in Papua New Guinea as a missionary 50 years ago and now leads the Divine Word University, the pope’s visit is a golden opportunity to tackle the issue head-on.</p><p>“The bishops have made sure that he’s been briefed on that, definitely,” he told AFP. “I’m quite confident that it will come into one of his speeches.”</p><p>For many in Papua New Guinea, the church is synonymous with healthcare, education and welfare that the state does not provide.</p><p>There is great hope that the church can also bring peace, where the state cannot.</p><p> </p><p>“We have our own issues in the country, the most important thing that we aspire to have for our country and for ourselves is peace, for our people to be united,” said pilgrim Ted Mea.</p><p>With “the presence of the Pope in our land, we hope that blessings can come to our land, and our leaders”, he said.</p><p>ALSO READ: Pope heads to Indonesia, first stop in four-nation tour</p>– Church and state –<p>However, the relationship between church and state may also be one of the more contentious issues facing the pope on his visit.</p><p> </p><p>An estimated 98 percent of Papua New Guineans are Christian and about 25 percent are Catholic.</p><p>But those figures belie the rich blend of beliefs and customs in a nation that has more than 850 distinctive ethnolinguistic groups.</p><p>Many Papua New Guineans believe deeply in a Christian god as well as a panoply of animist beliefs that sit alongside still-strong Indigenous customs.</p><p>That blended identity is embodied in Prime Minister James Marape, the son of a Seventh-day Adventist preacher, and a leader who rarely answers his phone on the Saturday Sabbath.</p><p>Marape is also a leader of the Huli people, one of Papua New Guinea’s largest Highland tribes.</p><p>He has said Christianity defines the nation, while proudly donning his tribe’s ceremonial loincloths and its distinctive bicorned wig made from the owner’s own hair and adorned with the feathers of exotic birds.</p><p>The Pope’s visit is likely to rekindle debate about changing Papua New Guinea’s constitution, making it an explicitly Christian nation.</p><p>The country’s constitution reflects both facets of the country, with a promise to safeguard its “noble traditions and the Christian principles that are ours now”.</p><p>By: Agence France-Presse</p><p>ALSO READ: Pope Francis sparks debate on pets vs parenthood</p> </p> <p> Read more on these topics Catholic Church Pope Francis </p> <p> <p> <p> For more news your way <p>Download our app and read this and other great stories on the move. The household debt-to-income ratio is projected to hover around an astounding 65% in 2024, with South Africans spending up to 75% of their income on servicing debt, according to the South African Reserve Bank (Sarb). </p><p>Therefore, many consumers who get a phone call from someone who offers help with reducing their debt will fall for this scam to place them under debt review without their knowledge. It is important to know exactly what debt counselling is and what the implications are.</p><p>According to the National Credit Regulator (NCR), the debt counselling process is intended to assist over-indebted consumers who are struggling with debt, by offering:</p>Budget adviceNegotiations with credit providers for reduced paymentsRestructuring of their debtAssessment of income and expenses.<p>ALSO READ: Debt index shows consumers are battling with debt and stagnant incomes</p>When are you over-indebted?<p>You are over-indebted if you cannot meet your monthly obligations to credit providers. The NCR says this is not negative, but an indication that you have been declared over-indebted and placed under debt counselling.</p>Can you still get further credit while under debt counselling?<p>No, the NCR says if you are under debt counselling you cannot obtain more credit.</p>How long do you have to be under debt review?<p>You will be under debt review until the debt counsellor issues a clearance certificate when:</p><p> </p>All your short-term debts, such as personal loans, retail accounts and credit cards are paid in fullYour bond does not have to be paid up, but your payments must be up to date.The benefits of debt counsellingHelps you to pay off your debtYou do not have to borrow money to pay your debtYour assets are protectedNo more phone calls from your creditorsAffordable instalmentsThere is no limit in terms of your debts to go under debt counselling<p>ALSO READ: How to start getting rid of your debt</p>Your rights and duties <p>Your consumer rights when you are under debt review include:</p>to apply for debt counsellingto know the full cost of debt counselling when you apply for debt counselling. This includes a full written breakdown of all fees.to get regular updates on the progress of your debt counselling application from the debt counsellorto choose how you make monthly payments to credit providers while under debt counsellingto transfer from one debt counsellor to another.<p>However, the NCR points out that along with your consumer rights, you also have these duties to:</p>give full and honest or correct information when applying for debt counsellingto confirm a debt counsellor’s details or verify that the debt counsellor is registeredmake sure that you fully understand the full cost of debt counselling fees before signing the applicationfollow up and request feedback from the debt counsellor regarding the progress of your debt counselling applicationensure payments are made monthly and proof is provided to the debt counsellormake sure that the reasons for transferring to another debt counsellor are valid to avoid abusing the process.<p>ALSO READ: Know your rights and responsibilities regarding credit agreements</p><p> </p>Is debt counselling the same as debt administration or debt consolidation?<p>The NCR says it is not the same.</p><p>Debt administration Is a legal debt relief measure, which aims to help you to pay off your debts. If your total debt is less than R50 000, you can apply for debt administration as this will help you pay off your debts in reduced monthly instalments. This process is governed by Section 74 of the Magistrate’s Court Act and not by the NCA.</p><p>With debt consolidation, you can apply for a single new loan when you have different debts or loans which will combine all the amounts into one single amount. However, there are faint signs that he might do better this time around. </p><p>Since crime, especially violent crime, is a key issue, the appointment of Police Minister Senzo Mchunu is particularly worth watching. The early signs are good. </p><p>Nor, unlike his dire predecessor, Bheki Cele, is Mchunu wasting his energy trying to polish turds. </p><p>Last week, presenting the crime statistics for the first quarter of the government’s 2024-25 financial year, Mchunu took a different tack. </p><p>Instead of waxing lyrical, as Cele would have done, on the fact that there were only 30 more murders in the period April-June than in the same period the previous year – Mchunu was at least honest. </p><p> <p> <p> <p> Read more </p> Welkom crime spikes: How to keep your business safe from break-ins </p> </p> </p><p>ALSO READ: Why release the stats if they’re not used to fight crime?</p><p> </p><p> </p><p>“Contact crimes are wreaking havoc and instilling fear,” he said. The numbers told a “sobering story” and were a “stark reminder” that urgent action was needed. </p><p>The latest figures unsurprisingly show that the crimes that minister says “should worry us most” – murder, rape, hijacking, kidnapping for ransom payments and extortion – are generally on the increase. Contact crimes were up 2.6% measured against the first quarter of 2023-24. </p><p>Compared to the same period last year, in January-March 2024 there were 247 more murders (+3.9%), to a total of 6 536. It all adds up: that’s 1 947 more murders (+42%) than in the corresponding period four years ago. AprilJune 2024 was insignificantly 0.5% down on the corresponding quarter last year, to total 6 198. </p><p>So far, in the three months of the 2024 calendar year, contact crimes are up 4.6%, with sex crimes specifically up 4.3%. Truck hijacking, however, was up 5.3% with 458 reported incidents, an increase of 61% since 2020. </p><p> </p><p>The only positives were in what Saps calls the “trio crimes”: car hijacking, robbery at residential premises and robbery at nonresidential premises. They were only marginally up by 0.2% in January to March, to drop 2.7% in April-June. </p><p>ALSO READ: Crime stats: Hope for a safer country fades</p><p>These Saps statistics are only part of the picture. Arguably at least as important in gauging the true cost of crime are the regular victims of crime (VOC) surveys carried out by StatsSA. </p><p>These, based they are on the experience at a household and individual level of the sharp end of lawlessness, capture a broader, more accurate and even more alarming picture than does the Saps. </p><p> </p><p>The most recent VOC survey, released last week, indicates that the serious crime problem is far worse than is officially acknowledged. According to these figures, sexual offences against individuals increased by 73.3% in 2023- 24 compared to the previous year and assaults increased by 12%. </p><p>In 2023-24 about 6% of all families experienced a housebreaking but only 44% of them reported it. Another 2% of households experienced a home robbery but only 58% of these households reported the incidents. </p><p>In the same period, around 443 000 individuals were robbed on the street but only 44% reported it to the police. About a quarter of those robbed were injured, with two-thirds of them needing medical attention. </p><p>ALSO READ: Crime stats: Police must adapt strategies, nab right people</p><p> </p><p>Around 295 000 South Africans were assaulted in 2023-24, more than half of them with a weapon, mostly a knife. Yet only 54% of them reported it. </p><p>Mchunu made a point that’s often lost in this punctilious tallying of losses and gains. </p><p>“These numbers represent more than just figures on a page,” he said. “They reflect the lived realities of our citizens – their fears, their losses, and their hopes for a safer tomorrow.” </p><p>Of course, it’s common for new ministers to emphasise the failures of their predecessors while promising to do better. Photo: X/@MYANC</p> </p><p> </p> <p> <p>Thabo Mbeki, our former president, seems determined to go down guns blazing on the sinking ship of a claim that “South Africans are not xenophobic”. </p><p>Speaking during the Thabo Mbeki African School of Public and International Affairs’ (TMSchool) student engagement event at Unisa in Pretoria, he claimed the 2008 xenophobic violence that tore through townships around South Africa had been deliberately “orchestrated”, claiming he had seen a secret intelligence report detailing the plotting. </p><p>While he was deliberately vague about the details, it seems likely he was trying to imply that Zimbabwean opposition parties were guilty of stoking the flames – part of a campaign to force Zimbabweans to go back to their country to vote and oust Robert Mugabe via the ballot box. </p><p>His implication is all the more likely when you consider Mbeki’s track record. The lists will be published on the City of Tshwane website,” he said. </p><p>Ndzwanana will call for special elections to constitute the City opens line of communication with residents ward committees for the nine outstanding wards which had disputes due to a poor turnout.</p><p>“During the election period, the office of the speaker received 77 objections. </p><p>“These objections included concerns about the selection of venues, complaints against councillors, issues related to late arrival of election materials, shortage of ballot papers and candidates using the City of Tshwane logo for campaigning,” he said. </p><p> </p><p>ALSO READ: Here’s why the ANC wants Tshwane’s Cilliers Brink gone</p>Chair says Tshwane’s communication needed these changes<p>Ndzwanana said they had consolidated all objections and presented a comprehensive report and most of the objections received were dismissed. </p><p>“The election phase of the ward committee process in the City of Tshwane was a pivotal moment in establishing local democratic representation,” he said. </p><p>Tshwane chair of chairs Isak du Plooy saw the need to strengthen communication between the city and residents during the public participation weekends. </p><p> </p><p>“People were so eager and asked many questions,” he said. But these are very difficult times,” the 58-year-old tourist said, snacking on a cucumber grown locally.</p><p>Like millions of Russians, Natalia and Igor spent their summer break at home this year, as Western sanctions and travel restrictions shut the country off from most European tourism destinations.</p><p>“We kept saying that when we were retired, we’d go round Russia,” said Natalia, who travelled from the city of Elektrostal about 150km away.</p><p>“Well, let’s just say that it was about that time,” she added.</p><p> <p> <p> <p> Read more </p> Dirco promotes ‘just peace mechanism’ in Ukraine, Gaza </p> </p> </p>Russian travels<p>Since the Kremlin’s full-scale offensive on Ukraine in February 2022, Russians have been barred from travelling to more than half a dozen European countries for tourism purposes.</p><p> </p><p> </p><p>With direct flights to the European Union banned and most Russian-issued credit cards no longer working in the bloc, many have opted to take a break closer to home.</p><p>“Russians, our compatriots, are now travelling more around the country, including to Suzdal,” director of the Suzdal Tour travel agency, Alexander Kiselev, said.</p><p>“This probably has to do with some of the difficulties regarding trips outside the country,” he added.</p><p>The number of Russians venturing abroad fell by 44% between 2019 and 2023, according to data from market analysis firm Statista, with travel also taking a hit from the pandemic.</p><p> </p><img src="data:image/svg+xml,%3Csvg%20xmlns=" rel="noopener noreferrer"><noscript><img src="https://media.citizen.co.za/wp-content/uploads/2024/09/Untitled-design-60.jpg" rel="noopener noreferrer"></noscript>QUITE A VISIT. However, they need to be presented in its social and labour plan (SLP). </p><p> </p><p> </p><p>“We have audited the SLP which has noncompliance projects. </p><p>“The communities don’t want any operations without meaningful consultations about their mining rights, SLP and integrated environmental authorisations,” added Nene. </p><p>Community member Monwabisi Nzala said if the mine had followed the proper procedure, there would be no reason to oppose its operations. </p><p>He said the mine should engage the community through its legal representative. </p><p> </p><p>He said some people believed the community did not want development. This was not true because they “just wanted things to be done properly” and in accordance with the law. </p><p>“Another thing that troubles us is that the company damaged our environment during its bulk sampling session and did not bother to come back to rehabilitate the area. </p><p>The reason we are concerned about the damaged land is to make sure our children and livestock are safe.” </p><p>ALSO READ:Pressure mounts on mining firms</p><p> </p>Mine outlines how money will be spent<p>Ikwezi’s stakeholder relations superintendent Lenin Ngwenya said R5 million had been budgeted for socioeconomic development. </p><p>He said the budget would be spent over five years from the first year of operation and upon the grant of mining rights. </p><p>He said during the bulk sampling phase – which started in 2010 and stopped recently – 56 jobs were created for locals. </p><p>“As far as we are concerned, the community wants mining to resume and proceed accordingly. Picture: Nigel Sibanda</p> </p><p> </p> <p> <p>Sitting opposite a polite and smiling Lebogang Seale in a Johannesburg coffee shop, a quote from Alan Paton’s seminal Cry, The Beloved Country comes to mind. </p><p>“I have one great fear in my heart, that one day when they are turned to loving, they will find that we are turned to hating.” </p><p>Having read his recently published book about how his family was thrown off the land they had occupied for generations to make way for white farmers – and how those farmers and the system of colonialism and then apartheid brutalised the clan – I find it almost unbelievable that he hasn’t turned to hating. </p><p>ALSO READ: A land claim success story – Limpopo community’s journey of resilience</p>Seale fights to get land back<p>When I ask him, he shrugs and flashes his trademark modest smile: “What would be the point? </p><p> <p> <p> <p> Read more </p> SIU to investigate nine Eskom contracts </p> </p> </p><p>“We need to live together, all of us, in this country and you do not achieve justice by visiting injustice on someone else…” </p><p> </p><p> </p><p>Many of Seale’s family still live in the barren and difficult lands in Limpopo to which they were banished, a step or two away from abject poverty. </p><p>Every time he drives back there from his home in Johannesburg, he is reminded of what might have been, not only for him and his kin, but for millions of other black people. He passes by lush farms, like ZZ2, which have been turned into thriving agribusinesses and account for a significant part of the country’s exports of fruit and vegetables. </p><p>His book – One hundred years of dispossession, my family’s quest to reclaim our land – traces the family claim to the land back to before the arrival of whites in that part of the country. </p><p>In the early 20th century, a woman called Dora Graham arrived and simply annexed the land of the Seales – who are of a long, royal bloodline – and this land was later passed down to others, or sold. </p><p> </p><p>The family, and others were moved from their villages and resettled on other parts of what now became a massive farm. </p><p>They were “allowed” to grow their own crops on small pieces of land allocated to them… and in return became, effectively, indentured labourers for the farm owners. </p><p>ALSO READ: Derelict Zimbabwe farm is a stark warning</p>Out of the frying pan and into the fire<p>After decades of abuse – including the payment of pitiful “wages” for long hours of work, beatings and even murders – many families quit the farms for the uncertain life of a village in an apartheid Bantustan. </p><p> </p><p>“We were treated as outsiders, almost as criminals by the others,” he says, recalling that even the church-going so-called Christians would mete out physical and mental cruelty to the newcomers. </p><p>As the first person in his family to get a full education, he says: “I was their hope for the future. Perhaps that it’s why I felt it was my duty to fight to get the land back.” </p><img src="data:image/svg+xml,%3Csvg%20xmlns=" rel="noopener noreferrer"><noscript><img src="https://media.citizen.co.za/wp-content/uploads/2024/09/Land-claimant-2.jpg" rel="noopener noreferrer"></noscript>Author Lebogang Seale is working on PhD dissecting the impact of newspaper ownership.Picture: Nigel Sibanda<p>That fight, which began in the mid-1990s, after the new ANC government promised land reform and restitution and while Seale was working as a journalist at The Star newspaper was, effectively, the second battering assault on the family. </p><p>“It was a betrayal,” he says and even he can’t keep that look of sorrow from passing across his normally sanguine face. </p><p> </p><p>“This was a government which promised to right the wrongs of the past, undo what had been done to black people by colonialism and apartheid.” </p><p>Those high hopes – as Seale and a committee of elders and community representatives put in their details claims to the land well before the cut off date in 1998 – have been dashed. </p><p>“It is now 26 years later and we still do not have the land. Nor have we been compensated,” he says, with an edge of despair in his voice. </p><p>“Those people who have passed on the stories of our past, those who experienced these things, they are slowly dying… dying without seeing their hopes and dreams realised.”</p><p> </p><p>He acknowledges that even he might not see the day that justice is done. </p>Seale does not give up<p>He has fought against attempts to divide the community, repeated incompetence and possible corruption from those in the various government departments and land claims offices that have been dealing with the issue since 1998. </p><p>“The younger people – and even some of the older ones – don’t see why we are stilling fighting.” </p><p>Even his teenage daughter at one stage thought he was pursuing a quixotic question, tilting at the windmills of government bureaucracy and malfeasance. </p><p>“She has read the book now and understands a little better about why I am driven to do this. </p><p>“It is terrible to realise that the people who said they were going to liberate this country and to bring justice to the people who have suffered, seem concerned only with creating their own lavish lifestyles.” </p><p>Apart from his day job at the University of Johannesburg’s communications department, he is working on other projects, including a PhD dissecting how the ownership of South African newspapers has influenced their coverage of the news – and, in turn, possibly the course of events in this country. </p><p>As with his meticulous research for the land claim – which entailed interviewing the elders, delving into myriad books and historic documents as well as speaking to white farmers and their families – Seale’s PhD is going to require the same sort of diligent digging. </p><p>That’s not difficult for someone like him – once a journalist, always a journalist. </p><p>ALSO READ: Too late to save ‘citrus jewel’ Zebediela estate</p>Obligation to tell stories<p>He says he feels an obligation, as a journalist-historian, to tell these stories – the ones deemed not important enough, or the ones which might be too sensitive for some powerful people – to “add the knowledge about our country”. </p><p>“Future generations must know what happened and why.” </p><p>A people unaware of their past always risks their future. </p><p>“I have been fortunate. I have had a good, fulfilled life. I am not doing this for me. The Citizen Motoring could only achieve 18.8L/100km in it of which most was on the open road!</p><p>When the new Patrol finally does arrive in South Africa, it will renew it long-standing rivalry with the Toyota Land Cruiser 300, albeit the latter will be older than five years by then. Picture: X/@DOJCD_ZA</p> </p><p> </p> <p> <p>Pressure is mounting for Justice Minister Thembi Simelane to resign after political experts cited as unconvincing her attempt to explain to parliament yesterday about a loan she allegedly took from one of those deeply involved in the Venda Building Society (VBS) Mutual Bank scandal. </p><p>Simelane appeared before parliament’s portfolio committee on justice and constitutional development to answer questions on her involvement in the VBS saga. </p>Interrogation on VBS<p>The members questioned her about the more than R500 000 she allegedly received from then VBS investment broker Gundo Wealth Solutions to start a coffee shop business in Sandton in 2016. </p><p>The Hawks are investigating R349 million invested in VBS from 2016 to 2017 by Polokwane municipality under the leadership of Simelane, who was mayor. </p><p>Most members of the committee and political experts recommended the minister step down to allow the investigation to continue smoothly. In a summary of her prepared report on the matter, the minister emphasised that her position did not allow her to interfere with the investigation against her. </p><p> <p> <p> <p> Read more </p> ‘I don’t have a choice to be investigated or not’ over VBS loan – Simelane [VIDEO] </p> </p> </p><p>“I will not and cannot interfere with the National Prosecuting Authority (NPA) and the police who are investigating the case. That will never happen.”</p><p> </p><p> </p><p>In her opening address, Simelane denied the money she used to start a coffee shop business was part of the money allegedly stolen from VBS. </p><p>She said she repaid it with interest to the lender. </p><p>Advocate Glynnis Breytenbach, from the DA, expressed concern that a conflict of interest would negatively affect the investigations due to her proximity to the NPA and other law enforcement agencies probing the matter. </p><p>Breytenbach said: “I see the justice system as a pyramid and you are on the top of that pyramid. </p><p> </p><p>“You will have an influence on the investigations. You cannot continue to sit in that chair. </p><p>“The way the money was flowing from VBS to the municipality and to the coffee shop was questionable. </p><p>“Why negotiate a loan with a service provider that was doing business with VBS while the bank was doing business with the government?” </p>MPs point out conflict of interest on VBS<p>Steven Swart, from the African Christian Democratic Party, said : “There is a conflict of interest. We are not saying you will abuse your power, but the possibility exists. </p><p> </p><p>“This is a huge concern from the public and the media.” </p><p>The EFF’s Busisiwe Mkhwebane, a member of the committee, attacked Simelane for saying that she will not interfere with the investigation. </p><p>“You are the executive authority responsible for the NPA. There is a conflict of interest,” Mkhwebane said. </p><p>ActionSA parliamentary leader Athol Trollip said his party was not convinced that the minister had adequately answered the critical questions. </p><p> </p><p>“The recent search and seizure warrant issued reinforces this belief. Probably to do with nerves.”</p><p>Earlier, in a gruelling three-hour match, Draper, the first British man in the semi-finals since Andy Murray won the title in 2012, was undone by 10 double faults and 43 unforced errors.</p><p>He also vomited on the court, blaming anxiety for the illness.</p><p> </p><p>“Jack and I know each other very well, we are great friends off court,” said Sinner, who unleashed 43 winners in the match where he also injured his wrist in a nasty fall.</p><p>“It was a very physical match. 2706227	有图 <p> South Africa’s economy needs a shot in the arm, not austerity </p> <p> Cuts to public investment can actually lead to higher public debt, undermine development avenues and democracy, and lead to unrest. </p> <p> <img src="data:image/svg+xml,%3Csvg%20xmlns=" rel="noopener noreferrer"><noscript><img src="https://media.citizen.co.za/wp-content/uploads/2024/09/South-Africa-economy-austerity-government-spending-e1725694702710.jpg" rel="noopener noreferrer"></noscript> <p>Picture: iStock</p> </p><p> </p> <p> <p>For the past 11 years the South African government has pursued a policy of austerity. In recent years, government has reduced per capita spending (adjusted for inflation) by significant amounts. </p><p>Spending on public services, for example, health and education, for each member of the population has fallen since 2019, from about R30,000 (about US$1,689) to about R28,000 (about US$1,576) in 2023.</p><p>National Treasury has confirmed the deterioration in public spending and investment.</p><p>But the austerity approach hasn’t worked. Unsurprisingly, the government has little to show for it. </p><p>Per capita debt service costs continue to constrain the resources available for funding the works of the state.</p><p> <p> <p> <p> Read more </p> Foschini Group’s online platform, Bash, boosts sales </p> </p> </p><p>ALSO READ: Did the South African economy triple since 1994?</p><p> </p><p> </p><p>Government debt service costs are estimated to average R412.4 billion (about US$23 billion) per year over the next three years, which is more than other spending areas such as health and education.</p><p>In light of this, it is important that the government moves away from the old approaches. Now is not the time for more austerity.</p><p>The creation of a government of national unity (GNU) after the country’s recent elections presents the perfect opportunity for a new approach.</p><p>To frame our argument, we quote the renowned economist John Maynard Keynes: “The boom, not the slump, is the right time for austerity at the treasury.”</p><p> </p>South Africa’s economy<p>South Africa is in a slump, having experienced more than a decade of weak economic growth. </p><p>GDP growth has averaged only 0.8% annually since 2012, entrenching high levels of unemployment and poverty. </p><p>As a result the government must reflect on the allocation of public resources for the wellbeing and future of all South Africans.</p><p>Enoch Godongwana, the finance minister, will have such an opportunity in October when he tables the unity government’s first medium-term budget policy statement. </p><p> </p><p>The statement outlines government fiscal policy and the choices the government has made about what to invest in and what to borrow.</p><p>Budgets matter. Increasing public investment in key sectors can boost employment, support economic growth, provide a way out of an economic slump and protect people’s wellbeing (a necessary condition for any economy to grow sustainably).</p><p>READ MORE: SpendTrend24: A glimpse into SA’s economic resilience and adaptability</p><p>Based on research by the Southern Centre for Inequality Studies at the University of the Witwatersrand over the past two years, we argue that the government should draw on evidence that investment in key sectors – care (health, education and childcare and social development), green economy and public infrastructure – can help to deliver on the promise of 1994 when the country became a democracy. </p><p> </p><p>That of healing the injustices of the past and improving the quality of life of all citizens.</p><p>These three forms of investment could generate new jobs and help build a more equitable society. They are the basis for the future of South Africa. </p><p>Without taking care of the country’s children, the economy will not grow. </p><p>Without thinking about the environment, money won’t buy clean air. Without infrastructure and service delivery, sustainable economic growth will not happen.</p><p> </p>What needs fixing<p>South Africa continues to grapple with unemployment, inequality, poverty and shocks associated with climate change. </p><p>In the second quarter of 2024, unemployment climbed to 33.5% and, when using Statistics South Africa’s expanded definition, which includes discouraged job seekers, the unemployment rate increased to a staggering 42.6%.</p><p>Then there are concerns about economic growth. Real gross domestic product (GDP) grew only narrowly in the second quarter of this year, at 0.6%. </p><p>The costs of living increased by 5.3% in the same time period.</p>Why austerity isn’t the answer<p>Warnings of public debt and public expenditure are often used as an argument to justify why fiscal stimulus (the term used to refer to public investment) cannot be pursued. South Africa is no exception.</p><p>However, the logic of austerity would mean that we choose not to invest in South African citizens, contrary to the mandate of the constitution.</p><p>Cutting the social wage – spending on health, education, social protection, community development and employment programmes – is against the evidence of existing demands on social programmes in the country. </p><p>It also flies in the face of evidence that cuts to public investment can lead to higher public debt, undermine development, and lead to unrest. </p><p>The concerns about public debt, in and of themselves, do not justify cutting the social wage and investments in the future.</p><p>Failing service delivery is one of the symptoms of the deterioration in public spending and investment in the capacity to run governments. </p><p>That’s due to budget reductions and, in some cases, corruption. This creates a vicious cycle, worsening unemployment, poverty and inequality.</p><p>READ MORE: SA not in recession, but picture of stagnant economy remains the same</p><p>Making the state work cannot mean imposing austerity alone (opportunists, corrupt actors and the like will adjust to any ideology). </p><p>Instead there’s a need to move away from austerity to make the state work for the wellbeing of South Africans. This should be the goal of any national unity budget.</p><p>South Africa has examples of beneficial public investment. </p><p>For example, social grants have had positive effects. They protect people’s livelihoods. </p><p>They also create an economic baseline from which individuals can contribute to society. </p><p>The Presidential Employment Stimulus – which provides work and livelihood support opportunities for young unemployed South Africans – has shown promising outcomes for employability and positive effects on the economy.</p>The case for more spending<p>Our call for an increase in expenditure is not a proposal to support more “tenderpreneurs” – a South African term for business people who secure government contracts through political connections, or other money-capturing elites.</p><p>Rather, we’re making the case for using fiscal policy for the big push required to mobilise enough public investment to tackle the intersecting crises facing South Africa.</p><p>Research by Ozlem Onaran and Cem Oyvat, both economists at the University of Greenwich, shows that investment in care, green economies and public infrastructure is expected to have a strong positive effect on GDP and employment in both emerging and high-income economies.</p><p>READ MORE: Good news for SA’s economy: GDP increased by 0.4% in second quarter of 2024</p><p>Just 1% of yearly investment (as a ratio of GDP) in the care economy for five years is estimated to increase GDP by 6.9% and total employment by 8.8% over a five-year period.</p><p>Education, health, social development and childcare are at the core of the care economy. </p><p>A green economy includes renewable energy, energy efficiency and public transport. </p><p>Public infrastructure refers to gross fixed capital formation: investments in long-term assets like hospitals, clinics, roads and equipment that will help improve services.</p><p>Investing in care, the green economy and infrastructure would be mostly self-financing because it could generate revenues.</p>The way forward<p>Cuts to public investment can actually lead to higher public debt, undermine development avenues and democracy, and lead to unrest.</p><p>If South Africa’s government of national unity is serious about addressing the economic and social challenges facing the country in the quest for a better future for all, it should heed the evidence.</p><p>This article was republished from The Conversation under a Creative Commons license.Read the original articlehere.</p> </p> <p> Read more on these topics budget debt economy Government National Treasury </p> <p> <p> <p> For more news your way <p>Download our app and read this and other great stories on the move. Picture: Jaco van der Merwe</p> </p><p> </p> <p> <p>Few cars have sparked the kind of interest the new Toyota Land Cruiser Prado has been able to do since its world debut a year ago.</p><p>A prime example of the anticipation ahead of its eventual local debut was our coverage of the Japan Mobility Show which we attended in October. Our reports on a host of other new cars and bakkies didn’t come close to the kind of attention the video we posted of the new Prado exhibited at the event.</p><p>This scenario repeated itself as the new Prado stood out like a sore eye against all the other Toyotas previewed at the manufacturer’s State of the Motor Industry Address (SOMI) at Kyalami in January. And it broke the internet at the Nampo Harvest Day expo outside Bothaville in May.</p>New Prado makes grand entry<p>So when the all-new Toyota Land Cruiser Prado was finally officially rolled out in July after a few delays, it’s fair to say expectations where sky-high. And it most certainly lived up the hype by showing it is every bit as good as expected. If not even better.</p><img src="data:image/svg+xml,%3Csvg%20xmlns=" rel="noopener noreferrer"><noscript><img src="https://media.citizen.co.za/wp-content/uploads/2024/09/toyota-land-cruiser-prado-review-rear.jpg" rel="noopener noreferrer"></noscript><sub>The new Prado is as comfortable on the tarmac as it is off it. While it ripped up a variety of off-road surfaces out in Moz, this time the SUV got some exposure to the kind of life most of them will live. As a family-orientated SUV in the concrete jungle.</p><p> </p><p> </p>Third-row seats fold flat<p>In this regard, the improved practicality on offer compared to its predecessor is already a win. Like with the Toyota Fortuner, we were not a fan of the third-row seats that stowed to the sides of the previous Prado. It just felt like a waste of space and even though putting them in place was easy, it felt prehistoric doing it.</p><p>Fortunately the Toyota designers have finally redeemed themselves to make the two seats in the third row fold down flat, at the touch of a button nogal. And as an added bonus, you have the option of just opening the glass panel to quickly grab or stash something in the boot without having the open the whole thing.</p><p>With the third-row seats folded down, which is the configuration which will mostly be in use, boot space is all of 620 litres. Picture: Jaco van der Merwe</sub>New tailgate more practical<p>The tailgate morphing from a mechanical barn door into an electronic one that lifts vertically makes a massive difference in itself. Because the spare wheel was fixed to the previous Prado’s tailgate, closing it when parked on an incline was not the easiest thing to do, especially for small children.</p><p>On the new Prado, the spare wheel is underneath the car similar to the Fortuner and Hilux at the expense of the 150-litre long-range fuel tank.</p><p>While the outgoing Prado carried its 15-year-old age with a good degree of decency, it does feel quite long in the tooth when compared to the modernised cabin of the new model. It starts with two twin 12.3-inch digital screens in front and continues through a host of tech and creature comforts throughout the cabin. Standard inclusions on the VX.R are a panoramic sunroof, heated and ventilated first and second row seats, heated steering wheel, digital rear view mirror, head-up display, wireless smartphone charger and 10-speaker sound system.</p><p>ALSO READ: PODCAST: New Prado every bit as good as they said it would be</p><p> </p><p>Kudos to the designers for persisting with a volume knob for the sound, albeit it being a bit cramped for space underneath the row of climate control buttons.</p>New gearbox works a charm<p>We thought the Chestnut Brown leather interior worked quite well in the new Prado VX.R. The overall look and feel matches the car’s exterior ruggedness. Yet it is elegant enough for fancy dressed occupants making their way to the opera.</p><p>Fitted standard with Safety Sense 3, the new Prado boasts an impressive list of features to keep its occupants safe. This includes the likes of Blind Spot Monitoring, Adaptive Cruise Control and Trailer Sway Control.</p><p>When Toyota showcased the car at SOMI, they promised that the new eight-speed automatic transmission “transforms” the carried-over GD-6 150kW/500Nm 2.8-litre turbodiesel engine. That turned out to be very accurate. It’s not a case of the previous transmission being terrible, but more a case of the new box being outstanding.</p><p> </p><img src="data:image/svg+xml,%3Csvg%20xmlns=" rel="noopener noreferrer"><noscript><img src="https://media.citizen.co.za/wp-content/uploads/2024/09/toyota-land-cruiser-prado-review-seats.jpg" rel="noopener noreferrer"></noscript><sub>The second-row seats are heated and ventilated. Picture: Jaco van der Merwe</sub>New Prado easy on the juice<p>While the shorter gear ratios worked a charm in the rough stuff, the additional gears at the top do wonders for fuel economy. With the revs not even threatening the 2 000-mark when reaching the national speed limit on the highway, the engine dies not feel underpowered and hardly breaks a sweat. Our tester averaged 9.5 litres per 100km over seven days, with the number dropping in the low eights on the open road.</p><p>This should enable the new Prado to cover well over 1 000km on its 80-litre fuel tank and 30-litre reserve. That is nothing short of impressive for a 2.5-ton machine.</p><p>At R1 448 900 the new Toyota Land Cruiser Prado VX.R is out of reach of most buyers, yet it still seems like a bargain judged by how they first batch has been snapped up. This proves beyond a shadow of a doubt that it managed to live up to all the hype. Picture: Nigel Sibanda</p> </p><p> </p> <p> <p>Every night before he goes to sleep, 36-year-old Mike Ngulube looks at a picture of his late wife, Joyce Banda, and their daughter, Memory. Banda and Memory died a year ago in the fire in the Usindiso building in Marshalltown. </p><p>Joyce has been laid to rest in Malawi, but Memory’s body is nowhere to be found.</p><p>She was 21 months old when she died.</p>Usindiso fire<p>On the night of 31 August 2023, Ngulube says, he and his family went to bed peacefully, only to be woken by screaming as smoke tore through their home. </p><p>He sent his wife and baby out of the room and stayed behind to grab the family’s important documents.</p><p> <p> <p> <p> Read more </p> Grenfell inferno ‘culmination of decades of failure’: UK inquiry </p> </p> </p><p>On his way towards the entrance on the first floor where they lived, an electric switch exploded, and flames consumed him. </p><p> </p><p> </p><p>He remembers nothing more until he woke up in pain in an ICU ward at Baragwanath Hospital with bandages wrapped all over his body. </p><p>He was told that both his wife and daughter had died. Ngulube stayed in hospital for two months.</p><p>ALSO READ: Marshalltown fire victims: Why are the bodies still unclaimed?</p><p>Meanwhile his uncle, Victor Chirwa, and Joyce’s mother, Ella Manda, searched the hospitals where the Usindiso survivors had been taken, looking for the bodies of Joyce and Memory.</p><p> </p><p>In mid-September they went to Diepkloof Mortuary. </p><p>They were shown pictures of the bodies kept in the mortuary and were able to identify Memory’s body from a photograph. </p><p>The baby had not been burned and she had most likely died as a result of smoke inhalation. </p><p>However, the mortuary staff said they could not release the body without collecting DNA samples from family members.</p><p> </p><img src="data:image/svg+xml,%3Csvg%20xmlns=" rel="noopener noreferrer"><noscript><img src="https://media.citizen.co.za/wp-content/uploads/2024/09/Mike-Ngulube-Usindiso-building-fire.jpg" rel="noopener noreferrer"></noscript><sub><sup>Mike Ngulube, Memory (his daughter) and his wife, Joyce Banda. Pictures: Supplied</sup></sub><p>Manda’s sample revealed that she was related to Memory, and when the family returned the next day the mortuary staff gave the family members a number that they could use to retrieve the body. </p><p>But they refused to release Memory’s body immediately, because the mother’s body had not yet been found.</p><p>Manda and Chirwa kept searching in hospitals, hoping to find that in spite of everything, Joyce could be alive. </p><p>But on 29 September, the Diepkloof mortuary phoned to tell them that Joyce’s body had been found.</p><p> </p><p>They went to the mortuary and identified her body from a photograph. She had also not been burned.</p>Memory’s body still at mortuary<p>Finally, Joyce’s body was released to the family. But still not Memory’s.</p><p>The family was told that the baby’s DNA also matched that of another family and that her body had been given to them, says Chirwa. </p><p>“When we asked how one DNA could connect two unrelated families, they had no answers. We are still shocked,” he says.</p><p> </p><p>Manda and the other family members were left with no choice but to take Joyce’s body, alone, to Malawi for burial.</p><p>After the funeral, Manda returned to South Africa. When Ngulube got out of hospital in October last year, the two of them resumed the search for Memory’s body. </p><p>READ MORE:Usindiso building fire survivors deserve closure [VIDEO]</p><p>Ngulube supplied his own DNA sample and went to and from the mortuary and the forensic services offices, but so far without success.</p><p>“My older granddaughter, who is Joyce’s firstborn, has been asking me when we will bring Memory, but I have been unable to give her answers,” said Manda.</p><p>Brigadier Brenda Muridili, Gauteng SAPS spokesperson, said the case was under investigation.</p><p>“Those allegations are still under investigation. Mr Mike Ngulube and his family recently met with the Gauteng Forensic Pathology Services and the SAPS Investigating Officer in relation to his case,’’ she said, adding that she is not at liberty to comment further on this case.</p>DNA sample<p>Nomzamo Zondo, the executive director at the Socio-Economic Rights Institute (SERI) said SERI and the Marshalltown Fire Justice Campaign had facilitated a meeting with the Gauteng Pathology Services last Friday.</p><p>“During the meeting, pathology services said they were going to need another DNA sample from Mike,” said Zondo.</p><p>Zondo said the process of identifying the bodies of people who died in the Marshalltown fire had been difficult. </p><p>READ MORE:Usindiso building fire survivors’ kids still out of school after a year</p><p>She said that at a meeting with police in January, she had found out that some people had taken DNA samples multiple times only to discover that bodies of their loved ones are not in the morgue. </p><p>This raised concerns about the possibility that more than 76 people may have died in the fire and that some bodies were so badly burned that nothing had been retrieved, she said.</p><p>Ngulube can only hope that with a new DNA sample, the forensics services will be able to return Memory’s body to him at last.</p><p>“The fact that my baby may have been buried by total strangers breaks my heart,” he says.</p><p>This articlewas republished from GroundUp under a Creative Commons license.Read the original articlehere.</p> </p> <p> Read more on these topics DNA Fire Johannesburg CBD (Joburg) South African Police Service (SAPS) </p> <p> <p> <p> For more news your way <p>Download our app and read this and other great stories on the move.
