2706424	无图 <p>Karma Phuntsho, a Bhutanese thought leader, founded the Loden Foundation in 1999, an educational charity “committed to promoting education, nurturing social entrepreneurship, and documenting Bhutan’s cultural heritage and traditions.” Loden prioritizes social value and ethical business practices to promote a caring economy, funding 295 entrepreneurs (including 97 women), creating 860 jobs, and training 5,750 aspiring entrepreneurs since 2008.</p><p>To preserve Bhutan’s cultural traditions, Loden has documented 3,348 hours of intangible culture, digitized 4.55 million pages of texts, captured 150,000 images of art and artifacts, and supported sixty-one cultural projects. For this and more, the Ramon Magsaysay Award Foundation (RMAF) board of trustees conferred the Ramon Magsaysay Award 2024 to Karma Phuntsho.</p><p> Karma speaks to Business Bhutan’s Sangay Rabten about it and more.</p><p>1. How did you feel when you knew that you had got the award?</p><p> I was surprised and wondered if the award was a credible one. When I checked the organisation and learnt the prestige of the award, I was stunned. I felt deeply humbled by such a prestigious award sitting alongside figures such as HH the Dalai Lama, Mother Teressa, Muhammad Yunus and others. If anything, it is a recognition of team work and support given to our vision and projects by countless people. On a higher level, it is a token of appreciation of the bigger project of Bhutan’s GNH with His Majesty at the helm. I felt encouraged to be in a network of extraordinary people epitomizing greatness of spirit. I hope their blessings, courage and wisdom will run on me to make me a better servant of society.</p><p>2. From all of your social/cultural activities, which one must have begged the recognition?</p><p> I don’t think it is any particular activity or achievement which is recognised. It is the sum total of 25 years of voluntary work for Loden and other social projects, and my research and writing leading to many presentations and publications. In the end, it is the difference it makes to society, which I use as a yardstick for my own productivity.</p><p>3. Acceptance Message for RMAF:</p><p> I accepted the award despite my personal inclination to focus more on my inner spiritual work and lead a quiet, reclusive life. Initially, I was hesitant, but a few close friends urged me to accept, believing it could amplify the impact of my social and spiritual endeavors. And so, here we are—once again, I find myself in the media spotlight, which I had managed to avoid for over three years. I believe that the prestige and network associated with this award will help further the work of Bhutan in general, and Loden in particular.</p><p>4. You have dedicated your life in preserving Bhutan’s cultural heritage and empowering the next generation through education and social entrepreneurship. What were the challenges?</p><p> The challenges are numerous. We frequently face financial constraints, a lack of moral support, and the attrition of skilled people. Above all, there is the challenge of unhealthy trends and fads among the youth that can undermine sustainable thinking and projects, making long-term initiatives harder to succeed. Two recent examples are the emigration of young people and the rise of rampant online shopping on platforms like Shein, which undermines efforts to reduce imports and senseless consumption, while also stalling initiatives to build human capacity and groom local enterprises.</p><p>5. Any recommendation to the government to support in preservation of culture?</p><p> Our government has been visionary in preserving our culture and traditions, but the pressures of globalization are significant, especially in terms of mindset, worldview, and values. The fact that I’m writing this in English for Business Bhutan is an indication of our cultural and linguistic trajectory. We need more proactive efforts not only to preserve, but also to document, study, analyze, and adapt Bhutanese culture to make it relevant for modern times. For example, our customs around offering butter lamps and hoisting prayer flags should evolve without losing their essence, ensuring these practices are not economically or environmentally harmful. While the government already has progressive cultural policies, there’s a need for more effective education of the masses to embrace a forward-thinking cultural mindset, rather than a purely conservative one.</p><p>6. What would be the middle way approach to balance modernization and culture, especially for the youth, reducing the impact of global exposure?</p><p> There is a middle way. Many global progressive trends align beautifully with traditional Bhutanese values. For instance, our culture of mindful and ethical food consumption could serve as a remarkable example of sustainable living—if only we adhered to it more consciously. Unfortunately, many of us have adopted wasteful consumption habits from modern influences. This principle can apply to other aspects of life, such as fashion and energy consumption.</p><p>7. What should be role of educators to shape future of the country keeping the culture intact?</p><p> Educators and parents play critical roles, but today’s children are also heavily influenced by their peers and social media. There should be stricter regulations on internet access and social media use for minors, along with more education on healthy consumption habits.</p><p>8. You are one of the role models in the country. Being a scholar, you are wanted globally. Yet, you chose to remain in the country. Why? Is it particularly to contribute in cultural preservation?</p><p> I don’t see myself as a role model, and I wouldn’t advise others to follow my lifestyle. I focus on tasks I might perform better than most, such as reading ancient manuscripts and discussing obscure Buddhist topics. At this point in my life, I tend to lean towards introversion, almost becoming a hermit. What Bhutan needs are individuals who are outgoing, joyful, enthusiastic, curious, and bold. Our youth should dream big, take risks, and push boundaries. The country—and the world—requires fresh energy and enthusiasm.</p><p>9. After the RMAF recognition, you must be motivated more and your sense of dedication must be boosted. From the current Loden activities, do have any plan to shift the activities? If not, what would be prioritized activities hereafter?</p><p> While receiving this recognition is encouraging, my focus has already shifted toward inner spiritual development. I remain a trustee for Loden, but we now have capable young leaders like Sangay Tshering, our current President. Moving forward, my priority will be on building spiritual strength and preparing for the final stage of life, as is traditional in Buddhism. I’ve also been working with the Tsadra Foundation in the US on Buddhist themes, learning meditation techniques, and running spiritual programs at Bodhitse, a center for study and contemplation in Thimphu. My hope is that these activities contribute, even in a small way, to promoting mental health and mindfulness, both in Bhutan and globally.</p><p>10. Whats your presentation on November 11, during the award ceremony?</p><p> My presentation will focus on Bhutan’s transition and the challenges that come with it. I’ll discuss my efforts to bridge the future with the past by reappropriating and reformulating our cultures and traditions for today’s context. Essentially, I will be talking about Gross National Happiness (GNH) as I understand and practice it, both in my personal life and through the projects and institutions I am involved with.</p><p>Karma Phuntsho is a former monk and distinguished Bhutanese scholar, specializing in Buddhism, Tibetan and Himalayan Studies, and Bhutanese culture. He is the author of several works, including eight books, translations, book reviews, and numerous articles. 2706423	无图 <p>5 September 2024: </p><p>Gyalsung – Bhutan’s National Service, was launched simultaneously at the four Gyalsung Academies in Khotokha in Wangduephodrang, Pemathang in Samdrup Jongkhar, Gyalpozhing in Mongar, and Jamtsholing in Samtse on Thursday.</p><p>His Majesty The King graced the launch ceremony at Jamtsholing Academy in Samtse, and addressed Gyalsups at their various academies from there.</p><p>His Majesty thanked the armed forces, praising their devotion and courage, and said that they will continue to be relied on to make National Service hugely successful.</p><p>His Majesty also thanked the Gyalsung core team, ministries, departments, civil servants, and the people of Bhutan, particularly the parents of the Gyalsups.</p><p>The National Service, His Majesty said, has been built based on who we truly are– It is grounded in our courage, our resilience, our humility, our righteousness. It is based on our discipline, our culture, and our values. It is also built upon what we aim to achieve and where we envision Bhutan in the future.</p><p>“We are not going to leave anything to chance—everything is going to be by design. It is providence.”</p><p>His Majesty described the present as a momentous time in our nation’s history, in which decisions and actions we take today will determine Bhutan’s future as a strong, independent, sovereign nation into the next millennium. “What we do here today will live on, in the time of our children, our grandchildren, our great grandchildren, and long after we are dead and forgotten,” His Majesty said.</p><p>His Majesty also spoke about Bhutan’s goal of becoming one of the most relevant countries in a catchment area of two billion people, and the comprehensive and major initiative– a transformation– being carried out to secure our future.</p><p>“We will have to make up for the numbers we don’t have with talent, coordination, discipline, intellect, and by fully understanding the world we live in, down to every minute detail. We will have to take full advantage of our sovereign prerogatives, guided by our sensibilities and ambition,” His Majesty said.</p><p>It is our good fortune that we get this honour and privilege of building that beautiful Bhutan, His Majesty said.</p><p>“We all love our country very much. We are proud of who we are. But I truly believe we can become even better. The world has not seen who we really are or what we are capable of. I intend to unleash that potential. Every single step we have taken so far has been to amplify who we are, to reinforce our identity, and to align it to a prosperous, stable, and bright future.”</p><p>Promising to visit them frequently, His Majesty expressed confidence that Gyalsups will see tremendous transformation in themselves and one another, and embody the values that will enable them to achieve great things.</p><p>His Majesty conveyed Bhutan’s gratitude to India’s Prime Minister Modi and the government of India for their invaluable support, encouragement, and contribution.</p><p>Over 2000 Gyalsups are part of the historic pioneering batch, whose 3-month training period begins with the launch. 2706422	无图 <p>Staff Reporter,</p><p>On September 5, 2024, Prime Minister of Bhutan, Dasho Tshering Tobgay visited Thailand and delivered a keynote address on “Gelephu Mindfulness City (GMC). According to the Bhutanese Embassy in Thailand, the Royal Bhutanese Embassy, Bangkok in association with the Family Business Exponential (FBX) and the Chao Phraya Abhai Raja Foundation organized a Special Gala Dinner Event on Thursday, 5th September 2024 in Bangkok, where Lyonchhen Dasho Tshering Tobgay, Hon’ble Prime Minister of Bhutan delivered a keynote address on the “Gelephu Mindfulness City (GMC)”.</p><p>The event was attended by around 250 guests. From the Thai side, the FBX members, who are all prominent Thai family business owners, attended the event alongside other important Thai dignitaries. From Bhutan’s side, the members of the Economic Development Board, the GMC Core Working Group and prominent business people were in attendance.</p><p>The event provided an excellent opportunity for the Thai business owners and potential investors to learn more about His Majesty The King’s royal vision on the GMC and the wide range of areas available for investments. 2706421	无图 <p>Bhutan Insurance Limited introduces Gyalsup Plan for Gyalsups </p><p>The Gyalsup Plan, a specialized term insurance policy, is aimed at protecting the well-being of Gyalsung cadets during their training. The product was created to align with the training aspect of the program.</p><p>Head of marketing and research department at Bhutan Insurance Limited (BIL), Tobgay, said, “This initiative is a vital addition to the comprehensive welfare measures in place for the cadets allowing them to fully concentrate on their development and training, reinforcing the commitment to the Royal Vision of fostering a resilient and prosperous nation.”</p><p>The product was developed inhouse by the marketing and research department of the BIL with consultative meeting with Gyalsung Office. The product was launched on August 28, 2024 with coverage effective from August 29, 2024 till August 28, 2025.</p><p>According to Tobgay, the policy has to be renewed yearly as the Gyalsup Plan and the insurance policy is specifically developed for the Gyalsung Cadets only.</p><p>Retrieving on the products of the Gyalsup plan, the policy will cover for all the cadets undergoing Gyalsung Training Program across the training centers in Bhutan, with sum insurance coverage of Nu 150,000 individually with premium of Nu 321 per annum per cadets.</p><p>According to the marketing head, the insurance premiums are arranged by the Gyalsung Headquarter. “Gyalsung Office will facilitate the remittance of premiums to BIL and assist in communication between the cadets and BIL regarding insurance related queries,” said Tobgay.</p><p>In addition, Tobgay said that Bhutan insurance shall provide detailed insurance policy documents outlining coverage specifics, terms, and conditions. “BIL will process claims efficiently and provide support and guidance in line with the terms of the policy,” said Tobgay.</p><p>Meanwhile, the insurance coverage is aligned with the training aspect of the program. The insurance plan offers more than just standard coverage; it provides assurance and protection for Gyalsups, covering accidental or natural death, funeral costs, and disabilities, according to the head of marketing and research department of the BIL.</p><p>According to the Gyalsung headquarter, the Gyalsung is envisioned as an integrated training program mandatory for all youths attaining the age of 18.</p><p>For instance, the training will include three months of basic military training followed by national education, life skills and specialized training in various fields ranging from home construction technologies, computing and entrepreneurship to focused development of skills in agriculture, amongst others.</p><p>The objective of the Gyalsung is to provide direction and encourage the youth to be strong, independent thinkers, capable of serving the country. 2706420	无图 <p>With just 23 days left before the three-day Bhutan Innovation Forum (BIF) kicks off in Pangbisa, the shopkeepers of Paro are eagerly anticipating the event. As the countdown to the forum continues, Paro’s shopkeepers are poised to make the most of the anticipated surge in visitors, eager to contribute to and benefit from this significant international event.</p><p>Thinley Dorji, owner of Yoezer Handicrafts, expressed his enthusiasm. “I am really excited about the guests, as they are coming in very huge numbers. Even if they don’t purchase our products, their visit would bring joy to us.”</p><p>He said that there will be broader economic benefits for the country as a whole. “With the guests, we will definitely benefit. Their presence itself will bolster our economy in one way or another. Even if they don’t purchase anything from my shop, they will likely buy something from another vendor, which ultimately supports us all,” he added.</p><p>The proprietor of Dragon Handicraft, Sangay Wangchuk, shared his anticipations. “Although the government guests might have tight schedules, I am hopeful about the benefits for the hospitality sector,” he said, adding that Paro being the beginning and end of the journey for tourists, he believes that local hotels and restaurants will significantly benefit from the event.</p><p>He expressed his gratitude for the initiative, saying, “We see the forum as an opportunity for economic upliftment and would like to thank His Majesty the King for the initiative and appreciation for the efforts.”</p><p>Similarly, Tashi Lhamo, owner of Tara Handicrafts, shared that the she foresees the forum’s benefit beyond her shop and Paro. As part of preparation for the event, Tashi shared that she had purchased some new items and restocked the products.</p><p>With support from the bank, they have also addressed past issues with the credit card machine, noting, “To accommodate tourists who prefer cashless transactions, we have updated the credit card machine with support from the Bank of Bhutan.”</p><p>In a bid to enhance the shopping experience, Tashi is also extending her display space and decorating it in unique ways to attract tourists. She also shared, “We are all excited about the news of international forum. The influx of guests will not only benefit my shop but the nation as a whole. For instance, if they buy things from us, we can provide support and service to others.”</p><p>Nima Seldon, owner of Buddhist Art, also shared her optimism regarding the forum’s potential benefits, stating, “Our products are mainly for tourists, so the forum will be highly beneficial for us.” With the peak tourist season coinciding with the event, she noted that they do not need to place separate orders for products. “By collaborating with freelance artists, I have included some unique Bhutanese artworks, as tourists are increasingly interested in authentic, locally made products.”</p><p>Reflecting on broader implication of the event, Nima shared her excitement about the mindfulness project and its potential to transform Bhutan. “I never thought of going abroad, as our country will experience a dynamic transformation through peaceful mindfulness city,” she shared. “While other countries develop, the cities become busy but, we are focusing on building a mindfulness city that reflects our architectural style and Bhutanese culture.” She is eager to share her insights on mindfulness city with others.</p><p>Meanwhile, the BIF is a global initiative dedicated to sustainable development and mindful entrepreneurship. It will unite international leaders, innovators, and entrepreneurs to support Bhutan’s vision of a mindful city. Through dynamic workshops, networking, and interactive sessions, BIF will promote ethical practices, eco-friendly innovation, and cultural preservation, blending modern technology with Bhutanese traditions to drive holistic growth and environmental stewardship. 2706419	无图 <p>An increase or decrease in the Minimum Lending Rate (MLR) impacts the overall cost of borrowing in the economy, which in turn affects consumer spending and investment choices.</p><p>The Royal Monetary Authority (RMA) revised the single Minimum Lending Rate (MLR) from 6.91% in December to 6.80% now. This is increase by 0.05% compared to its first introductory rate of 6.75% in August 2016.</p><p>The MLR for the next six months (starting from June) will be 6.80%. The Banks use the MLR as a base rate to determine the interest rates for various loans they offer borrowers. Following the revision, each bank now has to adjust its lending rates for the next six months based on this new MLR.</p><p>The central bank calculates the single MLR by averaging the minimum lending rates of individual banks. The MLR is determined using three parameters, which are common across all financial institutions. They are operating costs, marginal cost of funds, and cash reserve requirement or CRR.</p><p>Operating cost is expenses incurred in the day-to-day operation of the business. The marginal cost of funds is the money spent to mobilize additional units of deposits and borrowings. CRR is a minimum amount of deposit, which banks need to hold as reserves with the central bank.</p><p>In its Monetary Policy Statement, 2024, the RMA noted that the implementation of MLR has supported the softening of interest rates over the period to promote access to credit. The single MLR based on the five commercial banks’ returns as of December 2023 is computed at 6.9 percent, an increase of 0.02 percentage points from 6.8 percent as of December 2022.</p><p>From the three components used in the computation of the single MLR, the Marginal Cost of Fund (MCF) remains a key driver of MLR, accounting for 80.2% of the overall MLR. The MCF for banks represents the cost incurred in mobilizing all available funds, including deposits and borrowings, increased to 5.5% in December 2023 from 5.3% in the previous year.</p><p>Notably, the report shows that the implementation of the MLR has led to a significant reduction in the Weighted Average Lending Rate (WALR), while the Weighted Average Deposit Rate (WADR) has remained stable. “Consequently, this has narrowed the interest spread and reduced the gap between lending and deposit rates. This alignment reflects a more balanced interest rate environment, fostering credit growth in the banking sector.”</p><p>According to the Monetary Policy Statement, 2024, unlike the previous practice, the RMA has carried out in-house review of MLR, and RMA is closely monitoring the methodology and assumptions used to determine the risk premium (tenor, credit, and business strategy) to arrive at final lending rates by the FIs.</p><p>Meanwhile, the initial MLR was implemented from August 2016, and will be reviewed on a semi-annual basis, based on the end of June and December months’ balance sheets. (Pic credit: PTI)</p></p> <p>NEW DELHI: Treading cautiously, BJP on Friday downplayed wrestlers Vinesh Phogat and Bajrang Punia joining Congress and said that in a democracy anyone can join politics. </p><p>BJP brass, sources said, was of the view that the case against former WFI chief Brij Bhushan Sharan Singh, who was dropped as party"s candidate from Kaiserganj LS seat, was sub judice and its merit should not be questioned based on political leanings of the wrestlers even as the two were at forefront of the campaign. <p><img src="https://static.toiimg.com/photo/25581306.cms" rel="noopener noreferrer"></p><p></p></p><p>BJP netas recalled that PM Modi gave instructions to IOA officials to take all measures to fight the case against IOC decision to disqualify Phogat from medal race at Paris Olympics as they reasserted that sports & politics shouldn"t be "mixed" and that anyone willing to join politics was welcome. </p><p>BJP MP Sambit Patra refused to make any direct comment on the wrestlers joining Congress, saying anybody can join any political party in a democratic country. </p><p></p>He further said, "Your question that somewhere or the other they indulged in politics, I would not like to answer. But, yes people, media and intellectuals will ask this question." </p><p>Haryana BJP neta Anil Vij, however, took a dig at Vinesh over joining Congress. "Agar woh desh ki beti sey Congress ki beti banna chaahti hai, to hamein kya etraaz hai," he added. </p><p>Vij said the Congress was trying to bring these players with them from the very first day and it was due to their instigation that the wrestlers started the movement in Delhi. For the unversed, the M models are known as the high-end, sportier variants based on standard vehicles in the company’s portfolio. It is also the most powerful BMW on sale today, but there’s more to this story than just power.<p><p></p></p>Priced at Rs. 2.6 crore, ex-showroom, this plug-in hybrid SUV brings some surprising choices, like omitting a sunroof and an air suspension. However, the main question here is if the XM is truly worthy of the coveted M badge? Well, let’s take a look.</p><p>BMW XM Design: A love-it or hate-it affair</p><p><p><img src="https://static.toiimg.com/photo/83033472.cms" rel="noopener noreferrer"></p></p><p></p>When it comes to design, the BMW XM isn"t winning any beauty contests. It"s a polarizing design that might get a participation award, at best. However, it"s impossible to ignore. The sharp cuts, creases, and imposing size give the XM a massive road presence. In our opinion, the design bit has been overdone slightly here but that said - it is truly a loud vehicle, and if that"s what you like, the XM delivers in spades.</p><p><p></p><p>BMW XM Review India: Deserves M badge or not? \| TOI Auto</p></p><p>One of the key highlights of its "blingy" design of this SUV is the grille. How"s that? Well, the trademark kidney-grille now glows along with the LED DRLs, adding to the loud aesthetics of the SUV that is consistent throughout. On the sides, you get 22-inch alloy wheels (with an option for a gold finish), a rising belt line, a scooped roofline, and sleek tail lamps. You add all these up and it combines to create a design that’s busy from every angle. That said, it might not be the most likable design, but it grows on you and after a week of driving the XM, we found it a bit more palatable than at first glance.<p></p><p>BMW XM cabin: Majestic, but without the M!</p>Stepping inside the XM, you are greeted with an interior that will surely make you curious, much like its exterior. For a car that’s been developed ground-up by the M division, it surprisingly looks more like a luxury SUV than a performance machine. The dashboard layout is attractive with a mix of colours, materials, and metallic accents. There’s a massive 14.9-inch curved screen with wireless Android Auto and Apple CarPlay.</p><p><p><img src="https://static.toiimg.com/photo/83033472.cms" rel="noopener noreferrer"></p></p><p>The M steering wheel is fantastic, with carbon fiber paddle shifters and plenty of M badging throughout the cabin, which tries to remind you of its performance intent. Moreover, the seats are well-designed, offering good support and comfort, wrapped in plush materials. It also includes a Bowers & Wilkins sound system that adds to the premium quality of the cabin. Besides that, there’s even a contoured lighting effect on the roof, which continues with the "bling" theme. It’s luxurious, but does it scream "M"? Not quite.</p><p>In the rear, you get superb seats with excellent cushioning, under-thigh support, and ample space for both headroom and legroom, despite the coupe-like roofline. It’s comfortable and plush, almost rivalling BMW’s best luxury models, but again, it doesn"t carry the sporty essence you’d expect from an M division car.</p><p>BMW XM: Performance, comfort and verdict!</p><p><p><img src="https://static.toiimg.com/photo/83033472.cms" rel="noopener noreferrer"></p></p><p>The XM is all about power. This massive SUV draws its power from a 4.4-litre twin-turbocharged V8 engine paired with a 25.7 kWh lithium-ion battery feeding an electric motor. As a plug-in hybrid, it delivers an electric-only range of about 60 km - great for city commutes or daily office runs. It takes around 4 hours to juice it up fully using a charger. Regenerative braking also helps keep the battery topped up when you’re on the go.</p><p><p><img src="https://static.toiimg.com/photo/83033472.cms" rel="noopener noreferrer"></p></p><p>Driving the XM in pure electric mode feels like driving a typical EV, which means it is silent and smooth. It can even exceed India’s legal highway speed of 120 kmph in pure electric mode and still accelerate well. But that’s not why you’d buy an M car, right? And that’s where the XM’s M buttons come in. Once toggled, you are greeted by the roaring sound of the V8 engine and the vertically stacked quad tailpipes. It’s loud, it’s dramatic, and it certainly lets everyone know you’re driving an M car. However, the driving dynamics present some confusion. The electric motor and the V8 don’t always work seamlessly, leading to moments of noticeable lag when switching from electric to petrol power. The 8-speed automatic transmission also shows some quirks, especially in first to second gear, where shifts can be jerky, and it sometimes hangs on to revs longer than it should.</p><p><p><img src="https://static.toiimg.com/photo/83033472.cms" rel="noopener noreferrer"></p></p><p>The XM comes with coil springs instead of an air suspension, unlike its rivals. This choice, according to BMW, is meant to enhance handling. True to their word, the XM handles remarkably well for a 2.7-ton SUV. Body roll is minimal, and it feels surprisingly agile around corners, thanks to its stiff suspension setup. But this comes at a cost of ride comfort. Even in Comfort mode, the XM feels quite stiff, making it less comfortable than other luxury SUVs in its segment.</p><p><p><img src="https://static.toiimg.com/photo/83033472.cms" rel="noopener noreferrer"></p></p><p>The BMW XM tries to do it all by blending performance, luxury, and electrification. However, it has ended up feeling a bit confused. On one hand, it has the raw power and handling finesse you"d expect from an M car. On the other, the overly busy design, more luxury in the cabin than sporty intent, and the absence of air suspension leave you questioning what it really wants to be. When compared to its rivals, the XM doesn’t fully commit to a single identity. Being developed by the M division, you"d expect top-tier performance from the XM. While it delivers power, it isn"t purely performance-focused, nor is it entirely a luxury SUV. Today there is a need for ideological tenacity, purity of basic thoughts and propagation of national sentiment," said Dhankar during his keynote address at the inauguration of Sainik School Gorakhpur in Uttar Pradesh.</p><p>Highlighting that duty towards the nation must always be kept above self-interest and political interest, the VP warned that a failure to do so would amount to an attack on India"s civilisational ethos spanning several millennia.<p><img src="https://static.toiimg.com/photo/25581306.cms" rel="noopener noreferrer"></p><p></p></p><p>"Today"s India is not the same as it was ten years ago," Dhankhar said. "Article 370, which the framers of the Constitution called temporary, was considered permanent by some. In this decade, it has been abolished. This is today"s India."</p><p></p><p>Major poll issue </p><p>Article 370, which granted special status to Jammu and Kashmir, has become a central issue in the upcoming Jammu and Kashmir assembly elections.</p><p>The two main regional parties in J&K - National Conference (NC) and People"s Democratic Party (PDP) - have made the restoration of Article 370 a central theme in their poll manifestos. </p><p>The Congress, which has struck an alliance with the NC, has so far not made a statement on bringing back Article 370, instead choosing to focus on the demand for restoring full statehood to Jammu and Kashmir.<p></p><p>In contrast, the BJP has firmly stated that Article 370 is now a "thing of the past" and will never be reinstated. </p><p>Union home minister Amit Shah, while releasing the BJP"s manifesto, reiterated that Article 370 is no longer part of the Constitution and its abrogation has ended the spirit of separatism that forced Kashmiri youth towards terrorism.</p><p>The BJP sees the abrogation of Article 370 as a key achievement and a move that has politically, economically, socially, and emotionally integrated J&K more closely with the rest of the nation.</p><p>Jammu and Kashmir will see polling in three phases: September 18, September 25 and October 1. (BCCI Photo)</p></p> <p>In the annals of Indian cricket history, one of the most remarkable episodes involves the legendary Lala Amarnath and the first-ever Irani Cup match held way back in 1960.</p><p>Lala, a cricketer known for his fierce determination and sharp mind, had long retired from active cricket by then, but his presence loomed large over the cricket scene in India as he was the chairman of the national selection committee.<p><img src="https://static.toiimg.com/photo/25581306.cms" rel="noopener noreferrer"></p><p></p></p><p>The Irani Cup, named after the late ZR Irani, was introduced to put the reigning Ranji Trophy champions against a Rest of India team. It was during this inaugural match that Lala’s audacious decision made headlines.</p><p>The match was played at Delhi’s Karnail Singh stadium, also known as Railway stadium, from 18-20 March 1960.</p><p></p>Lala, who had the distinction of scoring the first century for India in his debut Test, was leading the Rest of India team and cricketer Polly Umrigar was the captain of the Bombay team.</p><p>In an extraordinary move that shocked everyone, Amarnath decided to send in a player who was not originally in the batting lineup — the 12th man.</p><p>During the match, both Lala and the umpires disregarded the rules of cricket. When Lala sustained an injury, he instructed <p></p>Prem Bhatia, who was designated as the 12th man for the Rest of India team, to bat in his place.</p><p>The 12th man Bhatia was allowed to bat in both innings — at No. 9 in the first innings and at No. 3 in second innings — of the first Irani Cup. Bhatia scored 22 and 50 in the game.</p><p>The incident remains a testament to Lala’s audacity but who would have known then that after many years later the International Cricket Council (ICC) would come up with a substitute rule where a player who was not originally named in the XI can come out to bat/bowl.</p><p>Lala, a prominent figure in Indian cricket history, held the distinction of being the first Indian to lead the national team in ten consecutive Test matches. During his tenure as captain, which spanned 15 Tests, Amarnath achieved a significant milestone for Indian cricket.</p><p>Under Amarnath"s leadership, India secured their maiden Test victory against their arch-rivals, Pakistan. A security source said that several others were injured and the number of casualty can rise.</p><p>On Friday, suspected militants launched rocket attacks at the residence of Manipur"s first chief minister Mairembam Koireng, killing one and injuring six others.<p><img src="https://static.toiimg.com/photo/25581306.cms" rel="noopener noreferrer"></p><p></p></p><p></p>Security forces in response destroyed three bunkers in the neighboring Churachandpur district and aerial patrolling was conducted using a military helicopter.</p><p>COCOMI declared indefinite public emergency</p><p>Additionally, the spokesperson of the Coordinating Committee on Manipur Integrity (COCOMI), Khuraijam Athouba, declared an indefinite public emergency citing increased Kuki aggression in the region.<p></p><p>"The escalation of Kuki aggression has increased double-fold again. Over the past few days there were several incidents of drone bombing in Imphal West, killing several people and injuring many others, and today again there have been two missile attacks, which have been shot from a very long range around 7 kilometres. It is being considered one of the deadliest attacks by the Chin-Kuki narco-terrorist groups who had taken refuge in the surrounding hilly areas," said Athouba.</p><p>"There has been an increase in Kuki aggression... There have been incidents of drone bombing in the last few days... There were two missile attacks today... It has targeted the home land of Mairembam Koireng Singh, the first chief minister of Manipur. His statue and property have been destroyed... The situation is out of control. This is not an ordinary attack, because the missile has travelled from the hills to reach this place. The central forces who are being deployed in the foothill areas to take care of the Kuki armed groups from doing any sort of aggression are completely vulnerable," he added.</p><p>"21 explosives, grenades recovered"</p><p>The inspector general of police intelligence K Kabib briefed about the security situation and said that over nine sophisticated arms, 21 ammunition, 21 explosives, grenades and a wireless set has been recovered.</p><p>He further informed that anti-drone systems have been installed and an army chopper is patrolling to identify the miscreants. </p><p>"Our ADG and IG are deployed on the ground in Bishnupur, Jiribham and Imphal... An anti-drone system is deployed... State police are in the process of purchasing more anti-drone systems and anti-drone guns... An army chopper is also patrolling... We have activated our social media monitoring cell to check the instigators... We have found that there are some instigators who... play with the emotions of the public... and create lawlessness," he said.</p><p>"The combing operations on both sides, hill and valley, are intensified focusing on the long-range rockets and...drones... The combing operations will cover a minimum of 3-5 km... The "nakas" are also being strengthened," he added.</p><p></p><p>People turn off lights after drone sightings</p><p>Residents switched off light in the outskirts of Manipur"s Bishnupur and Imphal East districts on Friday after multiple drone sightings were reported.</p><p>An official said that security forces are maintaining high alert in the peripheral areas to keep a close watch on the movement of large groups of people.</p><p>This comes after the recent incidents where militants used drones to drop bombs on people in two nearby locations in Imphal West district.</p><p>The first instance of drones being used as a weapon in Manipur was reported on September 1 in Koutruk village, Imphal West district. Rescue teams are on-site, and chief minister Yogi Adityanath has ordered officials to ensure prompt medical care for the injured. </p></p></p><p> <p><p><p><img src="https://static.toiimg.com/thumb/msid-113152663,imgsize-2129766,width-400,resizemode-4/113152663.jpg" rel="noopener noreferrer"></p></p><p>3-storey building collapse</p></p> <p>NEW DELHI: At least five people were killed and 13 injured when a three-storey building collapsed in Uttar Pradesh"s Lucknow on Saturday.</p><p>Around 10 people are feared trapped under the debris.</p><p>The incident at Lucknow"s Transport Nagar area occurred when work was being carried out in the building"s basement.</p><p>The building, known as Harmilap Building was used for pharmaceutical business.<p><img src="https://static.toiimg.com/photo/25581306.cms" rel="noopener noreferrer"></p><p></p></p><p></p><p></p><p>Teams from the NDRF, SDRF, police administration, and the revenue department are present on the spot.</p><p>Taking cognisance of the collapse, chief minister Yogi Adityanath directed district officials to ensure that the injured are immediately taken to the hospital and receive appropriate medical care. </p><p>The CM has also instructed district authorities to accelerate relief efforts by reaching the site as soon as possible.<p></p><p>"So far 13 people have been evacuated. NDRF, SDRF, fire brigade and police are carrying out rescue operations at the spot," Lucknow municipal commissioner Indrajit Singh told news agency ANI.</p><p> DM Lucknow Suryapal Gangwar said: "So far, 13 people have been evacuated. The death of one person is reported... NDRF and SDRF teams are working. He also questioned why no arrests had been made, despite an FIR being filed. </p><p>The spokesperson, referring to incidents of rape in states governed by INDIA bloc members, questioned why leaders like Rahul Gandhi and Priyanka Gandhi remain completely silent when such crimes occur in states ruled by their allies.<p></p><p>"Will the DMK-Congress follow the TMC playbook and call the victim a liar? Will Priyanka Gandhi, Rahul Gandhi, and Vinesh Phogat visit the victim? Why is the "INDI & Ladki Hoon" brigade silent on Kannauj, Kerala (Simi Rose John case), Kolkata RG Kar, and now Chennai?" he said on X.</p><p>According to a report by TOI, the incident occurred on August 29 and the case was registered on August 31. However, when the all-women police visited the hospital, Inspector Raji, in violation of protocol, asked the mother to bring her Aadhaar card and other documents to the station and conducted an "inquiry" with the child.</p><p>Additionally, the minor victim had to witness the mistreatment of her parents in the presence of the accused, Sathish, a local water can supplier. He was arrested on the night of the crime, and the case has been under trial since January.</p><p>However, the judge convicted him on Wednesday, with additional sentences including seven years in prison and Rs 10 lakh compensation to the victim"s family.<p><img src="https://static.toiimg.com/photo/25581306.cms" rel="noopener noreferrer"></p><p></p></p><p>Special Public Prosecutor Bivas Chatterjee said, “On the last occasion, we pleaded for the death sentence because three sections, among others, carry the maximum punishment. I had a one-and-a-half-hour hearing to present this case as one of the rarest of the rare. The death sentence was awarded under two consecutive sections: Section 302 for murder and Section 6 of the Pocso act. Additionally, Abbas has been sentenced to seven years in prison for other charges and ordered to pay Rs 10 lakh in compensation to the victim"s family.”</p><p></p>Meanwhile AITC in a X post said, "In a landmark judgment, the perpetrator of the heinous rape & murder of a minor girl from Matigara, Siliguri, has been sentenced to death. This swift conviction is a testament to the efforts of WB police, who ensured justice was served within a year. She has denied all allegations.</p><p>The Centre, vide order dated September 6, 2024, discharged Khedkar from the Indian Administrative Service under Rule 12 of IAS (Probation) Rules, 1954, with immediate effect.<p><img src="https://static.toiimg.com/photo/25581306.cms" rel="noopener noreferrer"></p><p></p></p>The rules allow the central government to discharge probationers from service if they fail "to pass the re-examination..." or "if the central government is satisfied that the probationer was ineligible for recruitment to the Service or is unsuitable for being a member of the Service", among others.</p><p>The Union Public Service Commission (UPSC) had on July 31 cancelled her candidature and debarred her from future exams.</p><p></p>Khedkar was serving as a probationary IAS officer in her cadre state Maharashtra.</p><p>Earlier, the Union Public Service Commission (UPSC) and Delhi Police opposed the anticipatory bail plea of former IAS probationer Puja Khedkar, saying she defrauded not just the Commission but also the public as she was ineligible to appear for the civil services examinations (CSE) in 2021, having exhausted all attempts by 2020. </p><p>Khedkar is currently on interim bail.<p></p><p>In their respective replies, both UPSC and Delhi Police sought dismissal of the pre-arrest bail plea on the grounds that any relief to her would hinder the probe into the "deep-rooted conspiracy" and that the case had wider implications on public trust as well as the integrity of the civil services examination.</p><p>In July, the UPSC cancelled the provisional candidature of Puja Khedkar, who was facing accusations of cheating and forgery. The UPSC found Puja Khedkar guilty of violating rules and debarred her from all the future exams and selections.</p><p>What was the controversy? </p><p>Puja Khedekar, 34, had come under intense media scrutiny following allegations of demanding a separate office and official car, along with the unauthorised use of a beacon on her private Audi car. Initially stationed in Pune, Khedkar was transferred to Washim by the Pune district collector amidst the controversy. </p><p>However, her troubles did not end there. The government had subsequently put her "district training program" on hold, summoning her back to the Lal Bahadur Shastri National Academy of Administration (LBSNAA) in Mussoorie for "necessary action." Previous army chiefs and political leaders, such as Pervez Musharraf and Nawaz Sharif, have acknowledged Pakistan"s involvement in the Kargil operation.</p><p>According to several media reports, General Munir -- while addressing a ceremony at the General Headquarters in Rawalpindi to mark the country"s 59th Defence Day, said: "Be it 1948, 1965, 1971 or 1999 Kargil war, thousands of Shuhadas (martyrs) have sacrificed their life for the country and nation."</p><p></p><p>This marks the first time a serving army chief has openly admitted to the army"s direct role in a conflict that has long been shrouded in denial and controversy in Pakistan.<p><p></p></p><p></p>The audio of the video, which has been circulated widely online, has not been independently verified.</p><p>For years, Pakistan"s military and political leadership has maintained a narrative that distanced itself from the Kargil operations, often referring to the infiltrators as mere "Kashmiri freedom fighters". </p><p>India has, however, repeatedly said that the operation was a calculated military strategy aimed at altering the Line of Control (LoC) and asserting Pakistan"s claim over Kashmir. <p></p><p>The Kargil War was characterised by its high-altitude combat and brutal conditions, taking place in one of the most challenging terrains on Earth. </p><p>The Pakistani military"s strategy involved infiltrating troops disguised as militants into Indian territory, occupying strategic heights that overlooked key supply routes. </p><p>The operation was intended to disrupt Indian logistics and draw international attention to the Kashmir issue, thereby internationalising the longstanding conflict.</p><p>Operation Vijay in response</p><p>In strong retaliation to the Pakistan "infiltrators", between mid-May and July 1999, the Indian Armed Forces gradually recaptured critical positions from the Pakistani infiltrators. The Kargil War officially concluded on July 26, 1999, when the Army announced the complete eviction of Pakistani forces from Indian soil.</p><p>Over two months, intense battles took place in the challenging mountainous terrain. Sarma expressed concerns over Aadhaar card issuance, noting that more Aadhaar cards have been issued than the population in Dhubri district, raising the possibility that some suspected individuals received Aadhaar cards.</p><p><p></p><p>India"s Manipur Bleeds As Death Toll Crosses 225; Bunkers Destroyed After Rocket Attack</p></p><p>Sarma highlighting concerns regarding Aadhaar card issuance said, "Aadhaar cards have been issued to more people than the population in Dhubri district.<p><img src="https://static.toiimg.com/photo/25581306.cms" rel="noopener noreferrer"></p><p></p></p>It is possible that some suspected individuals received Aadhaar cards. Therefore, the Assam Government will issue a notification in the next 10 days stating that if one does not apply for NRC, they will not receive an Aadhaar card in the new process. This notification will not apply to tea garden areas. From October 1, adults in other districts will need to undergo a stricter process."</p><p>CM Sarma said, "The detection process of foreigners was almost halted after the NRC update. " He added "In recent months, we have either arrested or pushed back 20-30 Bangladeshi nationals. Today, we have issued orders to intensify the detection of illegal immigrants in Assam. We have published detailed guidelines to strengthen this process."</p><p></p><p>Assam Accord recommendation: BJP vs Cong</p>Sarma announced that the 52 recommendations from the Justice (Retd) Biplab Sarma Commission will be moved to the implementation stage before Bohag Bihu. Over the next three months, the government will engage with AASU and other organizations for discussions. However, he noted that implementing the recommendation for 80 percent reservation for Assamese people in the Assembly and Panchayat is not feasible at this time. The government intends to hold serious discussions with the Centre on this issue.<p></p><p>State Congress President Bhupen Kumar Borah responded saying, “According to the Assam Accord, the state government is responsible for implementing Clause 6, which led to the formation of a committee under Justice Biplab Sharma by the ministry of home affairs in 2019. The report was submitted to the state government in February 2020. Recently, the Assam cabinet approved 57 out of 67 proposals. The Chief Minister should explain why the remaining 10 proposals were not approved. The implementation of these proposals is not solely a state matter; it requires approval from the central government. The central cabinet should review Justice Biplab Sharma"s recommendations. The Chief Minister"s attempt to blame the Congress for the delay in granting ST status to six communities is misleading.”</p><p>On the implementation of Clause 6 of the Assam Accord, Sarma explained, “We have thoroughly reviewed the recommendations of the Justice (Retd) Biplab Sarma Commission. Out of the 67 recommendations, 52 fall under the purview of the state government, while 5 are within the jurisdiction of both the state and Centre. The state government can implement 52 of the 67 recommendations. There are 5-6 recommendations that require further discussions with organizations and the public.”</p><p></p><p>Since January 2024, Assam has identified 54 illegal immigrants: 48 in Karimganj district, 4 in Bongaigaon district, and one each in Haflong GRP and Dhubri district. Of these, 45 individuals have been deported, while nine were arrested in Karimganj. Reports have also indicated the presence of suspected non-Indian nationals in Upper Assam and North Assam districts, raising national security concerns.</p><p>Meanwhile, the Assam government in a detailed order directed the Assam Police Border Organization to take all necessary preventive and precautionary measures to intensify detection and proactively curb the movement of illegal migrants.</p><p>The key directives include:</p><p>Enhanced Border Surveillance: Increase patrolling and monitoring at Border Outposts to prevent unauthorized border crossings.Strengthened coordination: Improve collaboration with the <keyword>Border Security</keyword> Force (BSF) and other central agencies to facilitate better information sharing and joint operations. Regular meetings between the Director General of Police (DGP), Assam, and the Director General of BSF will be scheduled for effective coordination.Intensified intelligence gathering: Boost intelligence efforts focusing on cross-border networks and infiltration routes. Deploy trained personnel to gather and process actionable intelligence.Community engagement: Launch awareness programs in border areas to encourage local residents to report suspicious activities or new settlers, aiding early detection of potential illegal immigrants.Prompt legal action: Ensure all identified cases of illegal immigrants are documented and forwarded to the Foreigners Tribunals for adjudication.Additional forces in border districts: Deploy extra forces in border districts based on ground-level assessments to support Border Police. Superintendents of Police (SPs) will review current resources and seek additional support from the Assam Police Headquarters (APHQ) if necessary.Strengthened documentation checks: Intensify checks in Border Outpost areas to identify individuals lacking valid identification. Regularly verify records to prevent evasion of detection.Enumeration of suspected immigrants: Activate village and field-level officials to gather information on new and unknown individuals of suspected nationality. Wockhardt was under SEBI"s scrutiny for insider trading in 2023.</p></p></p><p> <p><p><p><img src="https://static.toiimg.com/thumb/msid-113154945,imgsize-1159380,width-400,resizemode-4/113154945.jpg" rel="noopener noreferrer">Wockhardt denies Congress allegations (Representative photo/Wockhardt website)</p>"></p></p><p><span title="<p>Wockhardt denies Congress allegations (Representative photo/Wockhardt website)</p>"><p>Wockhardt denies Congress allegations (Representative photo/Wockhardt website)</p><p><br></p></p></p> <p>Pharmaceutical company Wockhardt has firmly denied allegations of improper rent payments involving Carol Info Services, disputing claims linking it to certain Sebi orders related to the company.</p><p>Refuting the allegations, the company in late stock filing on Friday, said: "It has come to our attention that there are certain allegations pertaining to payment of rent by Carol Info Services Limited and its connection with certain orders passed by SEBI in relation to the Company.<p><img src="https://static.toiimg.com/photo/25581306.cms" rel="noopener noreferrer"></p><p></p></p>In this regard, we categorically deny these allegations and state that these allegations are completely baseless and misleading."</p><p>On Friday, Congress media and publicity department head, Pawan Khera, asserted that from 2018 to 2024, Madhabi Buch, in her roles as a whole-time member and later chairperson of the Securities and Exchange Board of India (SEBI), received Rs 2.16 crore in rental income from Carol Info Services, affiliated with Wockhardt. "This matter related to SEBI Chairperson Madhabi Buch ji is very serious. Every day we are getting new information related to this issue. Crores of people of the country trust SEBI.
