2706433	无图 <p>MANILA, Philippines — Three dams in Luzon were still releasing water yesterday following heavy rains due to the southwest monsoon, according to the Philippine Atmospheric, Geophysical and Astronomical Services Administration (PAGASA).</p><p>Ipo dam had one gate opened at 0.15 meters as the dam was almost at its normal high-water level of 101.10 meters. 2706432	无图 <p>MANILA, Philippines — The government is working with its international counterparts for the surrender of Wesley Guo, the brother of dismissed Bamban mayor Alice Guo.</p><p>Interior and Local Government Secretary Benhur Abalos said efforts are underway to bring Wesley, who was among those ordered arrested by the Senate after refusing to appear in its probe on illegal Philippine offshore gaming operators (POGOs), back to the country.</p><p>The lawyer of the Guo family, Stephen David, earlier said Wesley plans to surrender following the arrest of his sister in Indonesia.</p><p>Apart from their international counterparts, Abalos said also involved in the talks are the Philippine National Police (PNP) and Wesley’s camp.</p><p>The department chief said Wesley himself relayed his plan to surrender, though Abalos was tight-lipped when pressed for details.</p><p>He stressed that other pieces of information that may come out in public could preempt efforts to put Wesley under government custody.</p><p>“There are people who are handling everything. That’s what I would say for now,” he said.</p><p>There were previous reports that Wesley attempted to enter Hong Kong from Indonesia after his other sister Shiela and their associate Cassandra Ong were apprehended by Indonesian authorities.</p><p>Asked to comment, Abalos said Wesley is moving to different countries to avoid arrest.</p><p>“We always have to coordinate with other international agencies here,” he said.</p><p>Abalos assured Wesley of his safety, similar to how they secured his sisters and Ong when they were brought back to the country.</p><p>He added the Senate’s arrest order is enough to hold Wesley in custody.</p><p>“Give us an inch of anything that is legal and we will make the most out of this. We are working on our counterparts abroad to do this,” Abalos said.</p><p>He urged Wesley to surrender, noting the latter’s options to evade arrest were getting smaller.</p><p>“His circle is getting smaller, so he will be surely arrested,” he said.</p>Alice’s escape<p>The Bureau of Immigration (BI) continues to look into how Alice Guo left the country last month, including possible exits from two provinces in Luzon.</p><p>The agency said they came up with theories that the Guo siblings and Ong left the Philippines either from Batangas or La Union, according to BI’s fugitive search unit chief Rendel Sy.</p><p>It was studying the statements from Shiela before a Senate hearing, where she revealed her group traveled from their farm in Bamban for five hours on the road, then rode a “small white boat” bound for Sabah in Malaysia, according to earlier reports.</p><p>In an interview over radio dzBB yesterday, Sy said a Tarlac to Batangas trip can be done in five hours.</p><p>“We are studying this route: from Batangas, you can go to Palawan then from Palawan, you have a route to Malaysia,” he said.</p><p>BI’s other theory considers the possibility of Guo’s group fleeing the country from a resort in La Union province, where the BI caught a hacker linked to Lucky South 99.</p><p>“We went there as we have received initial reports that Alice Guo was there, but we only caught one of the bosses of Lucky South 99,” he said.</p><p>The BI previously declared Alice had no travel record before the BI, suspecting that she fled through backdoor channels.</p><p>Sy also recalled the dismissed mayor fell into the hands of authorities in Indonesia after leaving behind a case of a subscriber identity module or SIM card, used for telecommunications, in one of the hotels they booked.</p><p>Indonesian law enforcers found the SIM card was active, he noted.</p><p>He commended the Indonesian police and immigration personnel for their efforts to tail the Guo sisters and Ong.</p><p>Sy also apologized following the furor over some of the BI personnel taking selfies with Alice, which went viral on social media.</p><p>He asserted the photos were supposedly part of BI’s situational report but was surprised they were leaked on social media.</p><p>The smiles of the BI personnel with Guo were also “signs of relief” after Indonesian authorities turned over the dismissed mayor to Philippine custody, he added. — Ghio Ong</p> DILG prepares for surrender of Wesley Guo \| Philstar.com	查看 4201	菲律宾星报	2024-09-08 00:00:00 2024-09-08 04:45:54	word

2706429	无图 <p>MANILA, Philippines — The Department of Agriculture (DA) expects rice prices to go down further following optimistic results from the August inflation report of the Philippine Statistics Authority.</p><p>DA spokesman Arnel de Mesa said they expect a slower rate of inflation for rice, which was at 14.7 percent last month from 20.9 percent in July.</p><p>“We are expecting that rice prices will go down further. We can now see regular and well-milled rice priced at P42 to P45 to P46,” De Mesa said.</p><p>Aside from the very strong harvest this year, there have also been decreases in rice prices in the international market.</p><p>He attributed this to the active mitigation measures implemented by the DA and local government units despite the onslaught of El Niño.</p><p>However, De Mesa said there might be upcoming threats to the local agriculture industry such as the looming La Niña phenomenon and pressures in the international market such as the standing ban on rice sales in India.</p><p>The DA hopes to keep the prices of rice stable by increasing local production.</p><p>“We continue to work hard to increase local production and beat the target 20.06 million metric tons last year,” he said.</p> DA expects rice prices to drop further \| Philstar.com	查看 1212	菲律宾星报	2024-09-08 00:00:00 2024-09-08 04:45:54	word
2706428	无图 <p>MANILA, Philippines — The Commission on Audit (COA) has directed the Department of Education (DepEd) to remit to the national treasury a total of P246 million found to have been maintained in “unauthorized, unnecessary and dormant” bank accounts as of end of 2023, the last full term of Vice President Sara Duterte as the agency’s secretary.</p><p>“A total of P246,132,581.02 cash in bank balance in CO (Central Office) and ROs (Regional Offices) I, IV-B, V, VI, IX and XIII was not reverted to the national treasury contrary to existing laws, rules and regulations,” the COA said in its 2023 annual audit report on the DepEd.</p><p>The commission said the audit team’s review and validation of DepEd’s books revealed that “some bank accounts were maintained without specific authority or legal basis.”</p><p>“Furthermore, these bank accounts include collections/receipts from various sources still retained in the said unauthorized current accounts as standby funds and are kept available at their disposal,” the COA said.</p><p>The audit body said such practice exposes the funds to “risk of misuse or misappropriation” as they “could possibly be used to augment the financial requirements of unprogrammed activities and/or settlement of valid obligations.”</p><p>The COA said the practice also contravened the General Provisions of the 2023 General Appropriations Act (GAA), specifically Section 4, which mandates all government offices to deposit to the national treasury all charges, assessments and other receipts or revenues collected that form part of the government’s general fund; and Sections 6 and 7 which both mandate the turnover to the national treasury all trust receipts, performance bonds and other deposits.</p><p>The audit body also cited Section 65 (a) of Presidential Decree 1445 or the Government Auditing Code, which states that all income accruing to the government agencies “shall be deposited in the national treasury or in any duly authorized government depository, and shall accrue to the unappropriated surplus of the General Fund of the government.”</p><p>The audit breakdown showed the DepEd’s CO has been maintaining two trust accounts with Land Bank of the Philippines with a combined balance of P39.47 million, “without authority from the Permanent Committee as required under Section 66 of PD No. 1445.”</p><p>One of the trust accounts was under the “OSEC” or Office of the Secretary with a balance of P38.66 million, representing “collection of sales of bid docs, protest fee, performance security/bond, donation and other miscellaneous income.”</p><p>The CO’s other trust account was under the name “UNICEF Fund” with a balance of P805,340.47. Ronald dela Rosa for the Philippine National Police (PNP) to vacate the Kingdom of Jesus Christ (KOJC) compound in Davao City.</p><p>Asked to comment on the senator’s call last Friday for police to vacate KOJC’s 30-hectare compound, Abalos insisted the police officers will not leave the compound as all the intelligence reports they are receiving point to pastor Apollo Quiboloy still hiding in the underground bunker of the property.</p><p>“We’ll not stop until we find Quiboloy because that’s what it says on the warrant of arrest,” Abalos said at a news forum in Quezon City.</p><p>He did not provide details but hinted that police are close to arresting the self-proclaimed son of God.</p><p>Abalos said they have not received any intelligence report indicating that Quiboloy is abroad or hiding in other parts of the country.</p><p>As to when law enforcement authorities would leave the compound, Abalos said he is leaving it up to the assessment of Davao police director Brig. Gen. Nicolas Torre III, the ground commander of the operation against Quiboloy.</p><p>He also urged Quiboloy’s allies to convince the preacher tosurrender to the court and face his cases there.</p><p>He will also look into reports that unarmed policewomen searching for Quiboloy were frisked by KOJC members.</p><p>Meanwhile, Torre warned that they will arrest KOJC members who will obstruct their search operation against Quiboloy.</p><p>“We will arrest anybody who obstructs the job of the police,” Torre said.</p><p>He also said they will be “stricter” and will be conducting the search on their terms.</p><p>In previous interviews, Torre said they have been following the conditions of KOJC in their search for Quiboloy and his four other companions.</p><p>He said the police have deployed women police officers when searching the women’s dormitory and have been lenient with their delaying tactics.</p><p>PNP will resume their digging in the basement of the Jose Maria College inside the KOJC compound.</p><p>Meanwhile, Senate President Francis Escudero lauded the Senate investigation on Quiboloy’s manhunt, saying that it opened a healthy dialogue between KOJC members and the PNP.</p><p>“It was an opportunity for a dialogue and an exchange of views with the Senate as the referee,” he said.</p><p>He joined the calls for Quiboloy to surrender as he said the preacher must face the serious charges that cannot be ignored by the police. — Diana Lhyd Suelto, Marc Jayson Cayabyab</p> Quiboloy next? 2706426	无图 <p>MANILA, Philippines — Dismissed Bamban, Tarlac mayor Alice Guo may be tapped as a state witness if the investigation on the criminal activities of a raided Philippine offshore gaming operator (POGO) hub unmasks a mastermind, according to the Department of Justice.</p><p>DOJ spokesman Mico Clavano said Guo cannot be considered a state witness at the moment as details coming out of ongoing investigations point to her as the most guilty.</p><p>“If we are able to identify someone bigger,</p><p>running the illegal activities in POGO, then she may be tapped as state witness because she is no longer the most guilty,” Clavano said at a news forum yesterday.</p><p>But he stressed this will also depend on the willingness of Guo to cooperate with authorities.</p><p>Guo is currently facing human trafficking and money laundering charges over her alleged involvement in the illegal activities of a POGO hub in her municipality.</p><p>She was apprehended last week in Indonesia after months in hiding.</p><p>The dismissed mayor allegedly left the country as early as July after the Senate issued a warrant for her arrest for snubbing hearings on POGOs. She is currently detained at the PNP Custodial Center at Camp Crame.</p><p>Meanwhile, Puwersa ng Bayaning Atleta A party-list Rep. Margarita Nograles has asked the Land Registration Authority to issue adverse claim and initiate forfeiture proceedings on real estate properties of Guo and of all POGO corporations.</p><p>By issuing an adverse claim, further transactions involving these properties would be prevented to pave the way for government takeover, she said.</p><p>“I urge the LRA to begin forfeiture proceedings on these illegally held properties and to send a strong message that the Philippines will not tolerate any attempts to circumvent its laws,” she added.</p><p>She said these landholdings are “in direct violation of the Philippine Constitution, which prohibits non-Filipinos from owning land in the country.”</p><p>The lawmaker maintained that foreign entities and individuals, including those involved in POGO operations, have been exploiting “legal loopholes” in Philippine legislation and policies to acquire property, undermining national laws.</p><p>“We need to protect the integrity of our Constitution and ensure that the laws are strictly enforced,” she added.</p><p>Nograles stressed it is clear in the Constitution that “non-Filipinos are not allowed to own land in the country.”</p><p>“The increasing reports of Chinese nationals and corporations, particularly those connected to POGOs, holding real estate assets are deeply alarming and must be addressed with urgency,” she said.</p><p>She also called for “stronger collaboration between government agencies” to put a stop to illegal land acquisitions by undesirable aliens and criminal organizations.</p><p>“The LRA, along with other government agencies, must work hand in hand to prevent criminal elements from illegally acquiring Philippine land,” Nograles added. — Sheila Crisostomo</p> Guo as state witness? 2706425	无图 <p>MANILA, Philippines — Security measures are in place to ensure the safety of dismissed mayor Alice Guo of Bamban, Tarlac when she appears before senators tomorrow.</p><p>She will be questioned regarding her alleged links to criminal activities uncovered at raided Philippine offshore gaming operator (POGO) hubs, particularly the one in her municipality of Bamban.</p><p>Interior and Local Government Secretary Benhur Abalos has assured Guo of the “best protection” by the Philippine National Police (PNP) led by Gen. Rommel Francisco Marbil.</p><p>“We will give you the best protection for your life,” Abalos said at a news forum at the Dapo Restaurant and Bar in Quezon City.</p><p>Guo is detained at the PNP Custodial Center at Camp Crame after she opted not to post bail for the cases she is facing before a court in Capas, Tarlac for violating two provisions of Republic Act 3019 or the Anti-Graft and Corrupt Practices Act.</p><p>Guo is under heavy police security, as she claimed to be receiving death threats that had prompted her to leave the country.</p><p>Abalos said he hopes Guo would return the favor by answering truthfully the questions from senators on what she knows about the criminal activities happening at POGO hubs, particularly those raided in Tarlac and Pampanga.</p><p>The DILG chief said Guo has not yet identified the people allegedly plotting to kill her.</p><p>Guo also did not allow Marbil, who was present during the meeting, to record their conservation as her lawyers were not present.</p><p>“There’s this sense of fear so I told her not to be afraid and just tell us everything she knows,” he said.</p><p>Judge Judge Sarah Vedana-delos Santos of the Capas Regional Trial Court Branch 109 granted the request of Sen. Risa Hontiveros for Guo to attend the hearing.</p><p>Col. Jean Fajardo, the PNP’s chief publicist, promised to follow the court’s order to take Guo to the Senate under heavy security.</p><p>Fajardo said they are also looking into the alleged threats on Guo, stressing her safety is their main concern.</p><p>“We will conduct an investigation, threat assessment to prove her and determine where it’s coming from,” she said over dzBB.</p><p>Fajardo maintained that Guo is not receiving special treatment from the PNP, saying the former mayor is staying in a detention cell similar to other high-risk inmates in their facility.</p><p>Guo is staying in the detention cell previously occupied by former senator Leila de Lima.</p><p>Meanwhile, Senate President Francis Escudero said that even if there was a standing Senate arrest warrant on Guo, the chamber had to defer to the Tarlac court which issued its own arrest warrant just as she was being brought back to Manila from Indonesia where she was arrested.</p><p>“This is not a race. Guo remains a resource person at the Senate, who was just cited in contempt. But the court warrant for graft is more superior than the Senate’s for contempt,” Escudero said in a dwIZ interview yesterday.</p><p>“We shouldn’t compete with the court over custody. We shouldn’t fight over Guo,” Escudero said.</p>Legal strategy<p>For Sen. Sherwin Gatchalian, Guo’s skipping bail and opting to stay in PNP custody was her way of evading the Senate.</p><p>“She should feel more secure in the Senate because we have our own security. But this is part of her legal strategy. Whether or not she posts bail, she will end up detained anyway,” Gatchalian told dwIZ.</p><p>Gatchalian said he does not believe Guo’s claim that she was receiving death threats and that she felt safer in police custody.</p><p>He said it was clear that Guo had intended to escape her multiple cases of graft, money laundering and human trafficking by fleeing to Malaysia, Singapore and Indonesia, where she was caught by Interpol which served the Senate warrant against her.</p><p>“She has a track record of lying,” Gatchalian said of Guo’s numerous lies, including faking a Filipino identity so she could run for mayor in Tarlac.</p><p>“I do not believe she is having death threats. I do not believe her version of the story,” he added.</p><p>As to Guo’s cohort Cassandra Ong, being investigated at the House of Representatives for being a “dummy” investor in the raided POGO hub Lucky South 99 in Porac, Pampanga, Gatchalian said she has no choice but to participate in the Senate inquiries.</p><p>Ong’s lawyer yesterday said she would rather be jailed than be in House detention and publicly shamed in the separate House inquiry into illegal POGOs.</p><p>Ong skipped the previous Senate hearing, saying she was unwell after suffering low blood pressure. Her camp said she was also suffering from mental breakdown.</p><p>“She can be physically brought to the Senate if she has no valid reason not to attend. She has no option but to follow the order of Congress,” Gatchalian said.</p><p>Gatchalian also lashed out at officials who posed for selfies with Guo in Jakarta. “The arrest of a fugitive is not the right time for selfies. We have to understand that authorities worked hard to get her, and that her escape was a slap in the face of our own enforcement agencies,” Gatchalian said.</p><p>“Let this be a lesson for all of us. It is normal to be taking pictures, especially with our work in government, that sometimes we forget to consider that an innocent thing can leave a bad taste in the mouth,” he pointed out.</p><p>He said he was also surprised by Guo’s behavior and antics when she was being turned over to officials, including Abalos and Marbil, as well as agents of the National Bureau of Investigation.</p><p>“She should be miserable. I don’t understand why she is projecting that way. But let us see if she can still put on a wide smile when senators grill her with questions next week,” Gatchalian said. “A picture paints a thousand words.
